A Traffic Study for the N. Union Street and Fulton Street intersection.  Ward 2, Alderman Garza.

PURPOSE:

A Traffic Study on N. Union Street in the 100 block by Fulton Street to investigate installing four-way STOP signage at Fulton Street.     

 

BACKGROUND:

A Resident submitted ACR Case ID 143765 expressing concern for the amount of traffic on N. Union Street from Spring Street to Fulton Street.  The Resident complains about the amount of morning traffic on N. Union Street, making it difficult to leave their driveway located in the 100 block.   The Resident suggests that making the Fulton Street and N. Union Street intersection a four-way Stop would help reduce accidents at that intersection.  

 

DISCUSSION:

Fulton Street is a neighborhood residential roadway with a standard width of 29.5-ft.  Parking is allowed on both sides of Fulton Street, which provides for considerable traffic calming; resulting in low mean speeds of 23 mph.  The 85th percentile is 27 to 28 mph, and the mode speed is also 23 mph.   The ADT is 300 vpd on Fulton Street. 

This would not warrant Fulton Street and N. Union Street having a four-way STOP. 

 

As a reminder, the Manual of Uniform Traffic Control Devices expressively states in Section 2B.04  'yield or stop signs should not be used for speed control'.  A review of the accidents at this intersection does not indicate a required mitigation due to crash history.  Although N. Union Street is a Major Collector, Fulton Street is a neighborhood residential with low volumes.

No impact at this time. 

 

RECOMMENDATIONS:

 Staff recommends denial of request.
