PURPOSE:
A Traffic Study for the Cheshire Drive and Millbrook Drive intersection to determine traffic calming options.
BACKGROUND:
A resident submitted ACR Case ID 142658 expressing concern about possible speeding on Cheshire Drive through the Millbrook Drive intersection.
DISCUSSION:
Cheshire Drive is classified as a Minor Collector, and Millbrook Drive is a neighborhood collector. Both roadways have speed limits of 25 mph. All have curb and gutters, as well as sidewalks all around. The intersection is uncontrolled. Intersection narrowing striping was added in April 2010.
Cheshire Drive was found to have an ADT of 750 to 800 vpd. Mean speed was 27 mph, while the 85th percentile speed was 31 mph, and the median speed was 27 mph.
MUTCD guidelines were not met for installation of an all way stop. However, staff will continue to monitor crash history for a potential warrant trigger.
While speeds were slightly higher than staff would like to see, they are in line with expectations on residential collectors. Since the request was for an all way (or three-way) stop, staff will be recommending denial.

RECOMMENDATIONS:
Staff recommends denial.
