Resolution to Reject all Bids for the Basins 54 & 56 Manhole Rehabilitation Project.
BGI Committee - May12, 2014
PURPOSE:
On April 2, 2014, four (4) bids were received, opened, and publicly read aloud. The low bid submitted was over 50% higher than the engineer's estimate. The low bidder was approximately 30% lower than the second low bidder. The low bidder was asked for references for similar type projects. The low bidder responded with no references for similar type projects.
BACKGROUND:
The Engineering Division has reviewed the specifications for the projects and the bids submitted along with the Engineer's Estimate submitted by the City's consultant. It is the opinion of this department that it is in the best interest of the City to reject and rebid this project.
DISCUSSION:
The Engineering Division will be reviewing the contract specifications specific to the manhole rehabilitation work and revising them as needed to ensure complete clarity to all bidders. In addition, the division will be revising the Engineer's Estimate of Costs provided by the consultant.
IMPACT STATEMENT:
The rejection of bids submitted will ensure the City obtains a contractor who is experienced in this type of work and guarantee the City is provided a proper end product.
RECOMMENDATIONS:
We respectfully request this item be forwarded to the BGI Committee for their review and recommendation for approval.
