SUBJECT:
A resolution authorizing the city to enter into a Memorandum of Understanding with the DuPage County Department of Community Services to formalize a partnership for ensuring a central access point for providing basic health and human services for Aurora residents living in DuPage County.
PURPOSE:
In November 2025, the DuPage County Department of Community Services reached out to surrounding communities to request that they enter into a Memorandum of Understanding to ensure a central access point to provide basic health and services for the community of DuPage County.
BACKGROUND:
DuPage County has an active 3rd party 211 system somewhat similar to the City of Aurora's 311 system. This system provides coverage 24 hours a day, 7 days a week addressing a wide range of health and human services in DuPage County. This MOU will allow DuPage County and the City of Aurora to share resources and referrals and stay up to date on changing providers and programs. This MOU will further assist in providing comprehensive information and referral services to residents of the coverage area, including assessment of an individual's needs and community resources available to likely address those needs.
DISCUSSION:
This MOU will not have a cost or staff increase associated for the city and can be renewed annually unless terminated by either party.
IMPACT STATEMENT:
This resolution will allow the City of Aurora to strengthen its partnership with DuPage County and increase the access to available resources for Aurora residents living in DuPage County.
