PURPOSE:

A Parking Study for the intersection of Kensington Place and S Evanslawn Avenue to determine the need for Yellow Curb to emphasize the No Parking Here To Corner signage. 

 

BACKGROUND:

A Resident submitted PS # 2002564 expressing concern for vehicles parking too close to the intersection of Kensington Place and S Evanslawn Avenue, especially during school drop off and pickup.  The intersection is a 2-way stop, with Evanslawn having the stop signs and Kensington having the right of way.  There is Yellow Curb in front of the two stop signs. 

 

DISCUSSION:

Both roadways are neighborhood residential collectors and have the standard speed limit of 25 mph.  Both have the standard width of 29.5-ft.  Kensington Place has no parking on the north side, while Evanslawn Avenue allows parking on both sides.

 

Freeman Elementary School is one block to the east.  Traffic becomes congested during student drop off and pick up.  Although the intersection of Kensington Place and S Evanslawn Avenue is clearly signed with "No Parking Here to Corner" signage, school traffic consistently ignores these signs.  

 

Operations has expressed some concerns with the amount of curb painting being approved when adequate signing is currently in place.

 

In addition the situation is exasperated by the Freeman School current construction activity. 

 

IMPACT STATEMENT:

No impact based on recommendation.  

 

RECOMMENDATIONS:

 Staff recommends denial based on current appropriate signage.
