TO: Mayor John Laesch
FROM: Jason Bauer, Director of Public Works / City Engineer
DATE: November 3, 2025
SUBJECT:
A resolution authorizing the Director of Purchasing to execute a change order with Rubino Engineering in the amount of $65,000 for material testing services at RiverEdge Park.
PURPOSE:
To ensure all materials installed at the park conform to the specifications, including items such as the site concrete work, foundations, asphalt paving, masonry and steel welds.
BACKGROUND:
For most large capital projects, a third party material testing firm is hired to ensure that installed materials meet the project specifications. Rubino Engineering has been providing those services over the course of the last 14 months at RiverEdge Park (R25-135). The city pays on an "as-needed" basis, wherein only the testing that has been ordered is subject to inspection.
For RiverEdge Park, the number of visits required by the vendor exceeded what was estimated. Due to the critical nature of ensuring that the construction meets the standards, this additional testing should not be omitted.
DISCUSSION:
Funding is available in account 101-4040-431.32-20. (CIP A062)
IMPACT STATEMENT:
There will be little impact to the public or other City Departments by passing this resolution. Engineering consulting funds are available for these ongoing critical inspection services.
RECOMMENDATIONS:
I request the proposed resolution be adopted.
