SUBJECT:
Resolution authorizing submittal of a Surface Transportation Program (STP) funding request to the Kane/Kendall Council of Mayors in connection with the Eola Road (Montgomery Road to 87th Street) Project, Section 10-00292-00-WR.

PURPOSE:
To authorize a resolution of City Council support for the subject STP funding request and the commitment to provide the required Local Match funding if awarded.

BACKGROUND:
The Eola Road project will reconstruct the existing 2 lane road from Montgomery Road to 87th Street to a 5 lane cross section with left turn lanes at Ridge Avenue and Dorothy along with intersection improvements at Montgomery and Keating. The roadway will also include new storm sewers, noise wall, sidewalk on the east side, bike path on the west side, street lights and traffic signals at Montgomery Road and 87th Street.

DISCUSSION:
We currently have $4,080,000 in CMAQ funds and $1,700,000 in STP funds appropriated for this project. The addition of a noise wall required by IDOT has increased the cost of this project by $1,092,858 to a total of $9,350,000. This STP funding request in the amount of $765,000 (70% of $1,092,858) will enable us to maintain a 70/30 cost split for the $9,350,000 total cost for construction and engineering. Our Local Match for the additional funding request will be $327,858.

The Kane/Kendall Council of Mayors has requested a copy of the signed resolution for funding eligibility. The City Budget provides funding for this CIP project # GB053 in account # 340-4460-431.76-56 for 2015 and 2016.

IMPACT STATEMENT:
Traffic will continue to be one lane in each direction during the majority of the project construction.
