SUBJECT:
Request for authorization of the Mayor and City Clerk to execute all documents as they relate to the purchase of real property commonly known as 590 Parker Avenue, Aurora, Illinois 60505 with parcel number 15-34-208-003 Ward 3/Mesiacos.

PURPOSE:
This real property is a single family home that is vacant and foreclosed. The property is located in the flood plain and surrounded by city property. Upon acquisition the building will be demolished. The west side of the property is Hinman Street and this portion of the street will be vacated. The property will be under the care of the Division of Parks and Recreation.

BACKGROUND:
This request is on behalf of the Department of Operations and the Division of Parks and Recreation. The acquisition is from the Cost of Land account number 215-1710-417.71-01. The purchase price is $58,000.00 and is scheduled to close by December 17, 2014

DISCUSSION:
This acquisition will reduce a blighted and vacant property surrounded by open space under the care of the Division of Parks and Recreation. The City has purchased other properties in this area of the flood plain and demolished the properties for open space. The area is commonly referred to as Little Doe Lake. This space will remain open for future development to support Parks and Recreation. The area is mowed weekly. The demolition of this property qualifies under the Blight Reduction program of the Division of Property Standards and fifty percent of the demolition cost is grant funded. The estimated demolition cost will be $20,000.00.

IMPACT STATEMENT:
Creating this open space and vacating the street will continue to stabilize surrounding property values. The Department of Neighborhood Standards will manage the acquisition with the assistance of the Legal Department. The Division of Property Standards will manage the demo...
