SUBJECT:
A resolution authorizing the Director of Purchasing to enter into an agreement with WBK Engineering, LLC to perform on-site construction engineering services for the East Galena Boulevard and East Downer Place Sewer Separation Project, Water Street to State Street, in the amount of $480,381.57, pending approval of a loan from the Illinois Environmental Protection Agency (IEPA) Water Pollution Control Loan Program.

PURPOSE:
To enter into an agreement with WBK Engineering, LLC for the above referenced project.

BACKGROUND:
As part of the Clean Water Act, the Environmental Protection Agency created the National Pollutant Discharge Elimination System which resulted in several permits for the City of Aurora. As part of one of these permits, the City was required to create a Long Term Control Plan (LTCP) to reduce pollutants entering the Fox River and Indian Creek from the City's combined sewer system. This project is a required milestone of the LTCP created by the City to satisfy the permit.

DISCUSSION:
WBK Engineering, LLC proposes to provide on-site construction engineering services in an amount not to exceed $480,381.57. This project will begin in June of 2016 and is estimated to be completed in the fall of 2017. The 2016 budget includes funds in the following accounts for this work:

510-4058-511-73-02 - $92,500.00
281-1856-512-73-09 - $367,000.00
340-4460-431-73-80 - $16,381.57

It is anticipated that at various times throughout the project there will be a minimum of two representatives from WBK on-site to provide inspection on the work, in addition to City Staff.

In the event that the IEPA does not execute the loan agreement with the City for the sewer separation project, this contract would not be executed.
