SUBJECT:
Resolution to reject all bids for the Borealis Terrace Drainage Improvements.

PURPOSE:
The Engineering Division believes it is in the City's best interest to re-bid the project.

BACKGROUND:
The Borealis Terrace neighborhood has experienced drainage issues for some time. Drainage improvements in 2014-2015 re-directed stormwater away from the neighborhood, which has reduced the severity of flooding, but drainage problems persist and additional improvements can be made. See Exhibit A for a project location map.

DISCUSSION:
The Borealis Terrace Drainage Improvements were publicly advertised for bids. Exhibit B is the project advertisement. One bid was received, opened, and read aloud on August 15, 2018. The bid is tabulated in Exhibit C.

Seven underground contractors obtained bidding documents, but only one submitted a bid. The Engineering Division believes that by modifying the bidding documents and re-bidding the project, the City will be able to attract more bidders.

None.

RECOMMENDATIONS:
Staff recommends the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
