A request authorizing the City of Aurora to enter into an Engineering Consultant Agreement with Crawford, Murphy and Tilly, Inc. to provide Engineering Services at the Aurora Municipal Airport.
PURPOSE:
To obtain City Council approval of an Agreement for Engineering Services between the City of Aurora and Crawford, Murphy and Tilly, Inc.
BACKGROUND:
Airports throughout the State of Illinois execute a retainer agreement with a consultant for a five-year period to provide engineering services for approved projects. Aurora has previously executed a retainer agreement with Crawford, Murphy and Tilly, Inc. of Aurora as its primary airport general consultant. This current agreement is expiring at the end of February of this year. Pursuant to FAA and State Division of Aeronautics guidelines it is a requirement to advertise a Request for Qualifications. A Request for Qualifications (RFQ) was published in the local paper and on the State Division of Aeronautics' website inviting qualified consultants to submit a Statement of Qualifications.
In addition to the published invitations, we contacted Hanson Professional Services, Oak Brook, IL, Parsons Transportation Group, Inc., Chicago, IL, and Burns and McDonnell, also located in Chicago.
On the submittal date, December 5, 2017 only two Statement of Qualifications were received. One from our current consultant and one from Milhouse Engineering and Construction located in Chicago.
After review of both submittals it was clear that Crawford, Murphy and Tilly, Inc. located in Aurora was the most qualified of the two firms and had superior experience and expertise. Crawford, Murphy and Tilly, Inc. has been the City of Aurora's primary airport consultant since the early 1980's. They are highly regarded by the State Division of Aeronautics and have a very good working relationship with the City.
