PURPOSE:
To complete a traffic study to determine the appropriateness  of installing a four way stop at the intersection of Felten Road and Reckinger Road
 
BACKGROUND:
The Alderman's Office received a request from a resident for the installation of a 4-Way STOP signs to reduce speeds on Reckinger due to cut-through traffic.
 
 
DISCUSSION:
For a 4-Way STOP to be installed, a Traffic Study will be necessary to demonstrate that traffic/pedestrian volumes and/or crash history justify the signage.   The MUTCD Sec. 2B.04 (Manual of Uniform Traffic Control Devices) clearly states: “YIELD or STOP signs should not be used for speed control.”    Also:  “Crash records [should] indicate that five or more crashes that involve the failure to yield the right-of-way at the intersection under the normal right-of-way rule have been reported within a 3-year period.”  Crash records kept by the Aurora Police Department indicate that zero crashes occurred during a three year period from 8/13/2010 to 8/13/2013.   Traffic volumes do not justify the placement of an all way stop.   There is not a significant pedestrian volume.
 
Since both roadways are designated as collector roadways, they would not be considered cut thru routes but rather choice routes.
 
IMPACT STATEMENT:
Based on staff recommendations no impact.
 
RECOMMENDATIONS:
Staff recommends denial
