SUBJECT:
A Resolution to Award the 2019 Contract #2 - City Wide Sidewalk, Patching, Striping, Bike Path Overlay & Ward Projects to Geneva Construction Company.

PURPOSE:
To award a Construction Contract for various maintenance projects throughout the city.

BACKGROUND:
The city maintains nearly 600 miles of streets that include sidewalks, thermoplastic pavement markings and bike paths. Staff has identified 72,350 Square Feet of deteriorated Sidewalks, 13,830 Square Yards of deteriorated Pavement and over 40 miles of Thermoplastic Pavement Markings that need to be replaced. This project will also include overlaying 0.70 miles of bike paths and 2 ward projects to install new sidewalk.

DISCUSSION:
This project was advertised on April 21, 2019 in the Aurora Beacon News, several vendors viewed the documents from the City's website and bids were opened and publicly read on May 8, 2019. The bid tabulation for the one bid received is attached as Exhibit A. The lowest responsible bid was submitted by Geneva Construction Company of Aurora, IL in the amount of $1,593,196.00 which is 19% more than the Engineer's Cost Estimate. The majority of the bid price differences were the unit prices for Item #3 Sidewalk, $5.95 vs $5.50, Item #9 Patches, $34.00 vs $24.00 and Item #28 Sidewalk Cuts, $123.75 vs $80. Staff has determined that the unit prices are reasonable and the city would probably not receive lower prices by re-bidding. This project is for small quantities throughout the city and we should anticipate higher prices for this type of maintenance work.

The local preference ordinance does apply to this bid, however it made no impact on the award.

We recommend awarding the 2019 Contract #2 to Geneva Construction Company for the unit prices submitted.
