A resolution ratifying payment to H. Linden and Sons Water and Sewer for emergency sewer repairs performed on Jackson Street between 6th Avenue and 7th Avenue.
PURPOSE:
To ratify payment to H. Linden and Sons Water and Sewer for emergency sewer repairs performed on Jackson Street between 6th Avenue and 7th Avenue..
BACKGROUND:
On August 2nd the City became aware that a section of brick sewer on Jackson Street had collapsed. The collapsed sewer allowed soil to enter the sewer which resulted in a large void beneath the pavement. Due to the void under the pavement as well as partially collapsed sewer, the repair work was deemed an emergency. H. Linden and Sons was requested to perform the emergency repair work since they have successfully repaired similar brick sewers and at that time they were working on a City project a few blocks away from the collapsed sewer.
Sketches for the emergency repair work were developed by the City's Engineering Division and a price of $30,000.00 was verbally negotiated with H. Linden and Sons. During the repair it became evident that additional work was needed. H. Linden and Sons was instructed to perform the additional work which brought the total cost to $35,000.00. this work was completed on August 4th 2016.
DISCUSSION:
Funding for this work this work is provided for in the 2016 budget within account 510-4063-511-73-14, Water and Sewer Fund.
IMPACT STATEMENT:
This resolution is needed in order to pay for the emergency sewer repair.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, During routine televising of the City's sewer system a partially collapsed sewer and large underground void was discovered at the above location; and
WHEREAS, The Superintendent of Water and Sewer Maintenance determined that the collapsed sewer and underground void created a safety hazard to the public; and
WHEREAS, The Superintendent of Water and Sewer Maintenance determined it was in the public's best interest to perform the needed repairs immediately to avoid additional damage to the sewer piping, extended disruptions to the motoring public, illegal sewage discharges and basement sewage backups; and
WHEREAS, Due to the unique structural characteristics of the damaged sewer, The Superintendent of Water and Sewer Maintenance sought out an available contractor with experience performing similar repairs; and
WHEREAS, H. Linden and Sons Water and Sewer completed the needed sewer repairs for a total cost of $35,000.00; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Director of Purchasing is hereby authorized to make payment to H. Linden and Sons Water and Sewer in the amount of $35,000.00 for emergency sewer work that was completed on Jackson Street between 6th Avenue and 7th Avenue.
