SUBJECT:

A resolution to accept the quote from North American Rescue, 35 Tedwall Court, Greer, SC 29650 to purchase 135 Patrol Vehicle Trauma Kit w/ Combat Gauze for the Aurora Police Department, recommended to the Public Health, Safety and Transportation Committee on 06/23/2020.

 

PURPOSE:

To secure 135 Patrol Vehicle Trauma Kits w/ Combat Gauze for the Aurora Police Department. These Trauma Kits would be placed in all patrol vehicles and some specialized vehicles in the fleet. These kits would be easily accessible by the officers responding to incidents involving victims of severe trauma; to include gunshot victims. These kits are intended to treat citizens as well as Aurora Police Officers who have been injured or shot and need immediate lifesaving first aid.

 

BACKGROUND:

Police officers have responded to many types of incidents where there are victims who have suffered severe types of trauma; leaving the victim bleeding and in need of immediate blood stopping first aid. In most cases the police officer arrives before fire department paramedics and while paramedics arrive in a very timely manner (within seconds to a minute or two of police) those seconds or minutes may mean the difference between life and death.

Unfortunately on February 15, 2019 Aurora experienced a mass workplace shooting at the Henry Pratt building on the city's near west side. During this incident six Henry Pratt Employees were shot, five of them fatally. As Aurora Police Officers arrived they were immediately shot at with five officers being shot; fortunately none were killed.

While officers do carry some first aid equipment (to include a tourniquet) once used, the officer has nothing left should they need additional blood stopping first aid equipment. With one of these kits in all patrol vehicles; officers would have access to multiple kits should they encounter multiple victims.

 

DISCUSSION:

The Patrol Vehicle Trauma Kits would enhance an officer's ability to administer lifesaving first aid to victims who have sustained severe injury from motor vehicle accidents, gun violence and any other violent acts that would cause severely bleeding wounds to the victim.

The funds to purchase 135 Patrol Vehicle Trauma Kits w/ Combat Gauze would be drawn from the remaining $142,324.50 available in account 101-3536-421.50-50 for the 2020 budget. The funds are available in this account and were secured through the 2019 Edward Byrne Memorial Justice Assistance Grant which was awarded as a total of $$62,388.00. These funds were approved by the City Council on September 24, 2019, resolution R19-307.

On 06/09/2020 we received a quote from North American Rescue indicating the cost of the Patrol Vehicle Trauma Kit w/ Combat Gauze is $189.98, per kit with the total cost for 135 kits at $25,647.30. North American Rescue, 35 Tedwall Court, Greer, SC is the sole manufacturer and provider of the Patrol Vehicle Trauma Kit w/ Combat Gauze. A sole source letter indicating the same is attached to this Legistar entry.

 

Since this item is considered a sole source, local preference does not apply.

 

IMPACT STATEMENT:

The impact of having these Trauma Kits available to our police officers; gives them lifesaving first aid equipment to help save victims of severe traumatic injury, should they respond to such an incident. While we hope to never encounter such a scene the stark reality is horrible events occur and innocent people are hurt or killed as a result; this reality, unfortunately came true on February 15, 2019.

 

RECOMMENDATIONS:

I would recommend the Public Health, Safety and Transportation Committee approve the purchase of 135 Patrol Vehicle Trauma Kits w/ Combat Gauze from North American Rescue for the Aurora Police Department.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, The Aurora Police Department desires to purchase 135 Patrol Vehicle Trauma Kit w/ Combat Gauze to enhance the ability of our police officers to provide critical lifesaving first aid to victims of severe trauma; and

 

WHEREAS, a quote was received from North American Rescue indicating the cost of 135 Patrol Vehicle Trauma Kit w/ Combat Gauze is $25,647.30. North American Rescue, 35 Tedwall Court, Greer, SC is the sole manufacturer and provider of the Patrol Vehicle Trauma Kit w/ Combat Gauze; and

 

WHEREAS, in accordance with City of Aurora Code of Ordinances, Section 2-335 (a) (3), the product or service desired is provided by only one (1) source; and

 

WHEREAS, the necessary funds needed to purchase the Patrol Vehicle Trauma Kits w/ Combat Gauze was budgeted and approved by the City Council on September 24, 2019, R19-307, with the funds being secured through the 2019 Edward Byrne Memorial Justice Assistance Grant, the funds are in account 101-3536-421.50-50, which has a remaining 2020 budget of $142,324.50; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: to grant authorization to purchase 135 Patrol Vehicle Trauma Kit w/ Combat Gauze from North American Rescue, 35 Tedwall Court, Greer, SC for the Aurora Police Department.
