SUBJECT:

A Resolution to award the North Avenue Storm Sewer Extension project located in Wards 3 and 7 to Superior Excavating Co. in the bid amount of one hundred eighty-two thousand one hundred sixty-two Dollars and zero Cents ($182,162.00).

 

PURPOSE:

To improve drainage issues along North Avenue between Ohio Street and Hill Avenue.

 

BACKGROUND:

The location of drainage improvements can be seen in the attached Exhibit A - Location Maps. The centerline of North Avenue is boundary between Ward 7 to the north and Ward 3 to the south.  Alderman Mesiacos of Ward 3 is planning on using ward funds to construct concrete sidewalk and curb & gutter along the existing aggregate shoulder.  This concrete work has bene previously bid and awarded to a separate contractor.  There are currently no drainage structures along this block between Ohio Street and Hill Avenue.  This storm sewer, which will serve both sides of the road, is to be constructed prior to the concrete surface improvements.

 

DISCUSSION:

Five bids were received, opened, and read aloud on July 10, 2024.  A copy of the bid document is included as Exhibit B and the bid tabulation can be seen in the attached Exhibit C. The lowest responsible bid in the amount of $182,162.00 was submitted by Superior Excavating Co. The drainage improvements will be funded with account 280-1852-512-8123 (B037) which has a 2023 budget amount of $1,900,000. Also included as Exhibits D & E are the advertisement for bid and Superior Excavating Co.'s submitted bid.

 

This project was subject to the Local Preference Ordinance, however no local contractors submitted.

 

IMPACT STATEMENT:

There will be closure of North Avenue during the duration of the project, but it will be kept open to local traffic. Impacts to traffic and residents will be kept to a minimum.

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, to improve drainage issues along North Avenue between Ohio Street and Hill Avenue; and:

 

WHEREAS, Superior Excavating Co., submitted the lowest responsible bid out of 5 bids received, opened and read aloud on July 10, 2024; and

 

WHEREAS, the drainage improvements ($182,162.00) have been funded in the 2024 budget within account 280-1852-512-8123 ($1,900,000, B037).

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Superior Excavating Co. in the bid amount of one hundred eighty-two thousand one hundred sixty-two Dollars and zero Cents ($182,162.00).
