Resolution to Award a Contract to Superior Excavating Company, Inc. for the Galena Boulevard, Elmwood Drive, and Fourth Street Sanitary Sewer Replacement Project.

PURPOSE:
To award a contract for the above referenced project.
BACKGROUND:
The sewers to be repaired by this contract are in disrepair and frequently cause sewer back-ups for the residents in these areas. They require regular service by the City's maintenance crews.
DISCUSSION:
The replacement of these sewers will reduce or eliminate the need for constant maintenance by City crews allowing more time for preventative maintenance. The work will also reduce or eliminate the backup of sewage into residential properties, therefore reducing costs to the City for maintenance and repairs to private properties damage by the backups.
Six (6) bids were received, publicly opened and read aloud on Wednesday, April 23, 2014. The low bid was submitted by Superior Excavating Company, Inc., in the amount of $492,000. The 2014 budget contains funding for this project in IB018 account no. 510-4063-511.73-14 (Water and Sewer Fund)
IMPACT STATEMENT:
This project will reduce the amount of reactive maintenance necessary and allow more time for preventative maintenance by City crews. Sewage in residential basements will be reduced or eliminated and the City will experience a reduction in costs associated with repairing properties damaged by sewer backups.
RECOMMENDATIONS:
We respectfully request this item be forwarded to the BGI Committee for their review and recommendation for approval.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, six (6) bids were received, publicly opened and read aloud on April 23, 2014 for the Galena Boulevard, Elmwood Drive, Fourth Street Sanitary Sewer Replacement Project; and
WHEREAS, Superior Excavating Company, Inc. P.O. Box 575, Channahon, IL. 60410 was the low bidder, having bid four hundred ninety-two thousand Dollars and no Cents ($492,000.00) and the bid tabulation is attached hereto and incorporated herein as Exhibit "A"; and
WHEREAS, funding has been provided in project IB018 account no. 510-4063-511.73-14 (Water and Sewer Fund); and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing be and is hereby authorized to enter into a contract with Superior Excavating Company, Inc. P.O. Box 575, Channahon, IL. 60410 for the Galena Boulevard, Elmwood Drive, Fourth Street Sanitary Sewer Replacement Project., as per the bid tabulation contained in Exhibit "A".
