SUBJECT:

Purchase of a Caterpillar model 430F2 HRC Backhoe Loader for the Water and Sewer Maintenance Division.

 

PURPOSE:

The Water and Sewer Maintenance Division is responsible for maintaining approximately 760 miles of water main and 1200 miles of sewers. The purchase of the above referenced backhoe is needed in order to continue providing safe and reliable service to the City's water and sewer rate payers.

 

BACKGROUND:

The subject backhoe was competitively bid through the National Joint Power Alliance contract (NJPA). According to NJPA contract #032515-CAT, the total cost for the backhoe through Patten Cat of Elmhurst Illinois is $133,600.00. This price includes the NJPA discount of $43,348. The quote also includes a trade in allowance of $7,500.00 for one of our existing backhoes. The backhoe being traded in is not operable.

 

DISCUSSION:

Partial funding for this purchase is included in the 2017 budget in account 510-4063-511.74-29 within the Water and Sewer Fund.  A budget transfer will be processed to provide full funding for this purchase

 

IMPACT STATEMENT:

This purchase is required in order to perform necessary repairs to the City's water and sewer infrastructure.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Water and Sewer Maintenance Division must perform excavation related repairs on the City's water and sewer infrastructure on a regular basis in order to provide safe and reliable service to the City's rate payers; and

 

WHEREAS, the Water and Sewer Maintenance Division must replace an existing backhoe that has reached the end of its useful life; and

 

WHEREAS, the City of Aurora's 2017 budget includes funding for the replacement of an existing backhoe in account no. 510-4063-511.74-29 within the Water and Sewer Fund; and

 

 

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The Director of Procurement is hereby authorized to purchase a Caterpillar Model 430F2 HRC Backhoe Loader from Patten Cat in the amount not to exceed one hundred and thirty three thousand, Six hundred dollars and no cents ($133,600.00).
