A resolution to award the West Branch Downer Place Bridge Water Main Repair project to Superior Excavating Co., P.O. Box 575, Channahon, IL 60410 located in Ward 6.
PURPOSE:
To repair leaks on the 12” water main under the Downer Street Bridge over the west branch of the Fox River.
BACKGROUND:
Annually, the City performs a water main flushing program; this program helps remove sediment from the water mains, and is also an opportunity to operate valves and identify potential maintenance requirements. During the program earlier this year, it was determined that the 12” water main along Downer Place over the west branch of the Fox River had a leak. Normally, standard maintenance of water mains is completed by the City Water and Sewer Maintenance Division, however in some cases it is advisable to utilize the services of a contractor.
This particular water main is insulated and is also suspended under the sidewalk along the north side of the bridge. For these reasons, it was determined that it would be more cost effective to bid this repair publicly rather than attempt to complete the repair with City forces. Based on a preliminary analysis, it appears that the leak is related to a separated joint; field analysis indicates that as many as two additional joints might require repair, which cannot be further delineated at this time due to the presence of the insulation. The contract was bid to allow for an iterative repair process, during which the main will be repaired and then pressurized to determine if additional joints will require repair.
A location map showing the extents of the project is attached as Exhibit A.
DISCUSSION:
Three bids were received, opened, and read aloud on October 12, 2018. The bid tabulation can be seen in the attached Exhibit B. The lowest responsible bid in the amount of $111,000.00 was submitted by Superior Excavating Co. The water main improvements will be funded with account 510-4058-511-73-02 which has a 2018 budget amount of $4,429,700.00. Also included as Exhibits C & D are the advertisement for bid and Superior Excavating Co.'s submitted bid.
IMPACT STATEMENT:
There will be temporary parking and lane closures during the repair of the water main on the north side of the Downer Place Bridge over the west branch of the Fox River.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the water main repair will address several leaks on the water main beneath the Downer Place Bridge over the west branch of the Fox River;
WHEREAS, Superior Excavating Co. submitted the lowest responsible bid out of 3 bids received, opened and read aloud on October 12, 2018;
WHEREAS, the water main improvements have been funded in the 2018 budget within account 510-4058-511-73-02.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Superior Excavating Co., P.O. Box 575, Channahon, IL 60410 in the amount of one hundred eleven thousand dollars and zero cents ($111,000.00).
