SUBJECT:
A request to accept the lowest qualified bid for the demolition of three buildings for the expansion of the parking lot at the new Aurora Public Library in the amount of $59,900.00
 
PURPOSE:
The development site for the south parking lot for the Aurora Public Library includes three city owned buildings which need to be demolished and the site prepared for curb, gutters and pavement
 
BACKGROUND:
City of Aurora owns the property located at 143 Middle Avenue. There are three buildings on this parcel which include three addresses, 143 Middle Avenue, 140 S. Lake Street and 142 S. Lake Street.  There are two residential homes on this parcel, both are two story homes with basements.  As well there is a commercial concrete block building with no basement.  
 
Plans and specifications were prepared for bidding the general demolition and site restoration.  A Notice to Bidders was advertised in the Beacon News newspaper on Sunday, March 22, 2015.  A pre-bid walk-thru was held on Thursday, April 2, 2015.  A total of seven (7) bids were submitted and opened on Monday, April 6, 2015.  Bids ranged from a low $59,900 to a high of $140,000. The apparent low bidder is Kendall Excavating, P.O. Box 544, Yorkville, IL 60560.  Their bid of $59,900.00 was made accepting all project conditions. Kendall Excavating listed no subcontractors in their bid.
 
DISCUSSION:
Reference checks for Kendall Enterprises came back with positive information indicating that the contractor had met their contractual obligations. Money is budget in account 215-1710-417-71.01 for this project.  This project is under an aggressive timeline for the construction of the parking lot for the library.
 
IMPACT STATEMENT:
This project is being coordinated through Neighborhood Services on behalf of Community Development and Seize the Future.  The parking lot construction will be completed by the library construction team.  Asbestos cleanup is required in all three buildings and is being coordinated in sequence of council action for the immediate demolition with council approval. Aurora Fire Department and Aurora Police Department may each have a training date coordinated inside the two story structures prior to the demolition if time permits.
 
RECOMMENDATIONS:
Based upon the low bid, reference checks and compliance with procurement requirements, Wills Burke Kelsey Associates, Ltd recommends that the City of Aurora contract with Kendall Excavating, P.O. Box 544, Yorkville, IL 60560, in the bid amount of $59,900 for the Demolition and Site Restoration of 143 Middle Avenue Multi-Building Demolition Project. I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, Kendall Excavating was the lowest and responsible of seven bidders, and
 
WHEREAS, this demolition project clears the buildings for the new parking lot of the Aurora Public Library.
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorizes the Purchasing Director of the City of Aurora to enter a contract and execute all documents with Kendall Excavating of Yorkville, Illinois in the amount of $59,900 for the Demolition and Site Restoration of 143 Middle Avenue Multi-Building Demolition Project with funds budgeted in account 215-1710-417-71-01
