A Resolution Authorizing Execution of Labor Agreement between the City of Aurora and the Aurora Supervisors Association (ASA) from April 1, 2017 through December 31, 2020.
PURPOSE:
To obtain authorization to execute a Labor Agreement between the City of Aurora and the Aurora Supervisors Association (ASA).
BACKGROUND:
The Aurora Supervisors Association (ASA) contract expired on March 31, 2017. Negotiations began on October 27, 2017 between the City of Aurora and the Aurora Supervisors Association (ASA). The Union ratified the contract on August 23, 2018.
DISCUSSION:
Changes to the contract were negotiated, in part, to keep pace with benefits recently agreed upon with other represented groups within the city. Wages agreed upon for the term of this agreement are 2.25% for year 2017, 2.5% for 2018, 2.5% for 2019 and 2.75% for 2020. OAP insurance contributions for active employees are currently at 12.75% of the premium for all tiers (10% family) and HMO insurance contributions are 10% of the premium for all tiers. By the last year of the contact the employee contribution will increase to 20% of the prevailing premium. User fees have also been increased to more accurately mirror the current market for services.

RECOMMENDATIONS:
That the City Council authorize the execution of a Labor Agreement between the City of Aurora and the Aurora Supervisors Association (ASA).

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora employs numerous labor supervisors;
WHEREAS, the City has recognized the Aurora Supervisors Association (ASA) as the bargaining agent for the above said employees; and
WHEREAS, a proposed collective bargaining agreement has been negotiated between representatives of the City of Aurora and the Aurora Supervisors Association (ASA), and is hereby submitted to the City Council for approval; and
WHEREAS, the City Council find that it is in the best interests of the City and the public welfare that such Labor Agreement be executed;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor and City Clerk are hereby authorized to execute the attached Labor Agreement between the City of Aurora and the Aurora Supervisors Association (ASA), for the period of April 1, 2017 through December 31, 2020, which is hereto and made a part hereof.
