SUBJECT:

To request approval for the City of Aurora to approve a purchase agreement with Maria Rosario Parra and Amanda Hernandez for the acquisition of the property commonly known as 102 Woodlawn Av. 

 

PURPOSE:

The property at 102 Woodlawn Av is a 2,086 square foot parcel on the east side of Woodlawn directly south of W Benton St. The property is currently sitting vacant, and is the first of five consecutive troubled properties on the block. Purchase of this property would be the first step in facilitating the ultimate goal of purchasing troubled properties on this block and demolishing for re-development.

 

BACKGROUND:

This property has been vacant since early 2015, however similar to the neighboring properties at 104, 108, 112, & 114 Woodlawn, this has historically been a problem rental property. These properties have a long history of code violations, administrative fines and repeated calls for service ranging from Property Standards staff to calls to APD. The purchase of the property will forgive any past due balances owed to the City.

 

DISCUSSION:

The acquisition price of this property is $55,000. Once acquired the property will be demolished with the intent of redevelopment. Funding is available in the 2016 City Budget Account 215-1710-417.71-01 (Cost of Land).

 

IMPACT STATEMENT:

This is an integral acquisition as Woodlawn Ave is one the gateways into downtown Aurora. Once acquired and demolished this area will be open for redevelopment. The City also has active code enforcement, as well as current repair/demo cases on the neighboring properties. Acquisition of this property will strengthen our position on pursuing the adjoining properties.

 

RECOMMENDATIONS:

It is recommended that the City approve the attached purchased Agreement for the acquisition of 102 Woodlawn Av.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, The City of Aurora and Maria Rosario Parra and Amanda Hernandez ("OWNERS") of the property at 102 Woodlawn Av, have been conducting good faith negotiations for the City of Aurora to acquire  102 Woodlawn Avenue; and

 

WHEREAS, The Purchase Agreement has a total acquisition cost of Fifty-Five Thousand Dollars ($55,000.00;: and

 

WHEREAS, funds are available for the acquisition of 102 Woodlawn Ave. from the 2016 City Budget Account Number 215-1710-417.71-01 (Cost of Land).

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: That the Purchase Agreement for the acquisition of the property located at 102 Woodlawn Av for the sum of $55,000 is hereby approved.  Additionally, Alayne Weingartz, Corporation Counsel, or her designee, are hereby authorized to act on the City's behalf to complete the acquisition of this property.
