Authorization to purchase two six inch portable trailer mounted diesel pumps for the Water and Sewer Maintenance Division.
PURPOSE:
To authorize the Director of Purchasing to purchase two six inch portable trailer mounted diesel pumps for the Water and Sewer Maintenance.
The pumps are used to alleviate flooding during major rainfall and snow melt events. The pumps are also needed to temporarily pump sanitary sewage in the event of a pump station or sanitary sewer failure and during planned maintenance activities.
BACKGROUND:
Historically the Water and Sewer Maintenance Division has had six 6" pumps. In 2017, two of the six inch pumps were deemed inoperable by the City's Fleet Management Division and were disposed of.
On November 14, 2017 the Finance Committee granted authorization to advertise for the replacement of the two 6" pumps. On December 6th, 2017 the Interim Director of Purchasing received and opened three quotes for the said pumps. Xylem Dewatering Solutions, Inc. was deemed the lowest, responsive, responsible bidder in the amount of $82,770.20. Technology International, Inc. was deemed none responsive, since their proposal did not meet the minimum requirements per the bid proposal.
DISCUSSION:
Funding for this purchase if provided for in the 2018 budget within account no. 510-4063-511-63-41 (Water and Sewer Fund).
IMPACT STATEMENT:
This purchase is needed in order to provide safe and reliable sanitary service and stormwater management for the City of Aurora.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, On December 6th, 2017 the Interim Director of Purchasing received and opened three bids for the purchase of two six inch trailer mounted diesel pumps; and
WHEREAS, Xylem Dewatering Solutions Inc. was the lowest responsive, responsible bidder in the amount of $82,770.20, and
WHEREAS, the 2018 budget provides funding for this purchase in account no. 510-4063-511-63-41 (Water and Sewer Fund); and)
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The Interim Director of Purchasing is hereby authorized to purchase two six inch trailer mounted diesel pumps from Xylem Dewatering Solutions, Inc. in the amount of Eighty Two Thousand Seven Hundred and Seventy dollars and twenty cents ($82,770.20).
