On April 11, the Aurora Municipal Airport unanimously and enthusiastically voted to recommend a 7-year extension to the Airport's Maintenance Agreement, with Dan Wolf Inc, which expires on Dec. 31, 2016, a copy of which is attached as Exhibit "A". To prevent any interruption in service during inclement weather and to allow the contractor to acquire financing to replace equipment, I am seeking a five-year extension with two, one-year automatic renewals by mutual consent of the City of Aurora and Dan Wolf Inc.
PURPOSE:
Airport Maintenance requires specialized training to adhere to the FAA's strict guidelines. The Aurora Municipal Airport ("ARR") has earned a reputation as a safe and reliable reliever and is recognized as an important part of the state's aviation system. This reputation aids the City in obtaining federal grants through the Illinois Department of Transportation's Division of Aeronautics. The Aurora Municipal Airport has long runways capable of serving most aircraft; also when other airports are closed, ARR has traditionally remained open. ARR's strong record, allows airport businesses to compete effectively and is key to future economic growth.
BACKGROUND:
Dan Wolf Inc ("DWI"), a family business, has served the airport well and also cost-effectively in excess of 30 years. A review of comparable and neighboring airport budgets reveal that there are no situations where the City of Aurora is paying more for its maintenance services. It should also be noted that DWI carries substantial liability insurance, are on call 24-7 and the airport is its sole responsibility.
In addition to the Airport Advisory Board's unanimous vote to extend their contract, strong support letters are attached from the Airport's largest employer, a private hangar association and the Advisory Board's Chairman Jim Armbruster. Additional testimonials can be made available upon request from any of the airport's business owners.
DISCUSSION:
There is no need to transfer any additional funds to extend this contract. DWI is not seeking anything additional and had no debt with the City. A 2.5 percent increase has been added as there was no CPI increase this year. Account No. 504-1810-433.38-25 has the necessary funding.

A Resolution Authorizing an Airport Operations Agreement with Dan Wolf Inc. for Maintenance of the Aurora Municipal Airport.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Dan Wolf Inc. has been satisfactorily providing maintenance management services at the Aurora Municipal Airport; and
WHEREAS, the existing Airport Operations Agreement with Dan Wolf, Inc. expires on December 31, 2016, an new proposed Agreement is attached hereto as Exhibit "A"; and
WHEREAS, the Agreement reflects $330,000.00 compensation for fiscal year 2017 and the proposed 2017 Budget provides for this amount in Account Number 504-1810-433.38-25.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Airport Operations Agreement with Dan Wolf Inc. for the Aurora Municipal Airport attached hereto as Exhibit "A" is hereby approved, and the Mayor is hereby authorized to execute same.
