A Resolution Approving the City of Aurora 4th Program Year (2018) Consolidated Annual Performance Evaluation Report (CAPER) for the Federal Community Development Block Grant (CDBG), HOME Investment Partnership Act (HOME), and Emergency Solutions Grant (ESG) Programs
PURPOSE:
Staff is requesting authorization to submit the 2018 Consolidated Annual Performance Evaluation Report (CAPER). The CAPER reviews the past program year's performance of the City's federally funded Community Development Block Grant (CDBG), HOME Investment Partnership Act, and Emergency Solutions Grant programs in the areas of accomplishments, populations served, demographics, and funding expenditures, and reports these findings to the U.S. Department of Housing and Urban Development (HUD) to assist with the federal appropriations process. The CAPER is due for submittal to the HUD by March 30, 2019.
BACKGROUND:
As a HUD entitlement community, the City of Aurora is required to comply with the various aspects of the Consolidated Planning process - including submittal of an Annual Action Plan prior to each program year, and a retrospective CAPER detailing the accomplishments achieved in the past program year. The attached draft CAPER report (“Exhibit A”) details accomplishments and expenditures made during the Fourth Program Year (2018) of the City's 5-year Consolidated Plan (2015-2019) for federal funding.
In 2018, the City's CDBG program assisted approximately 15,947 low to moderate income Aurorans. During 2018, the City also moved forward on committing HOME funds to the Aurora Arts Centre's 76-unit affordable rental housing (38 units preserved; 38 units created) development project. 2018 also marked the City's first-time ESG allocation; however, as a result of the City’s delayed receipt of HUD’s funding approval agreements, the City was unable to move forward with implementing its related program development. (Of note, the CAPER’S February 24, 2019 public display report states that the City‘s receipt of its 2018 HUD Funding Approval Agreements was still pending. However, on February 28, 2019, the City received the Funding Approval Agreements.) Similar to the 2018 CAPER, the City’s 2019 CAPER will not only report on the 2019 funded new activities, but also report on prior year open activities.
DISCUSSION:
The CAPER summarizes the City of Aurora's progress toward meeting the housing and community development needs as outlined in the Consolidated Plan. The attached CAPER report outlines the 2018 program year accomplishments and expenditures for all activities that support the Consolidated Plan.
In accordance with the City of Aurora's Citizen Participation Plan and the requirements of HUD entitlement program funding, effective February 24, 2019 (public notice attached as "Exhibit B"), the City's draft 2018 CAPER became available for review and public comment. A public hearing was conducted on March 6, 2019 to provide an opportunity for interested persons to comment on the 2018 CAPER (public hearing minutes attached as "Exhibit C"). At their regular meeting on March 6, 2019, the Block Grant Working Committee recommended forwarding the draft CAPER to City Council for approval (draft minutes attached as "Exhibit D"). To date, the City has not received any public comments.
IMPACT STATEMENT:
The approval and filing of this report should have no impact.
RECOMMENDATIONS:
Staff recommends approval of a Resolution authorizing approval of the City of Aurora's Fourth Program Year (2018) Consolidated Annual Performance Evaluation Report (CAPER) and that the Mayor and Community Development Manager or their designees be authorized to sign any documents related to this report submission.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora has initiated numerous community development activities through participation in the U. S. Department of Housing and Urban Development's Community Development Block Grant and HOME Investment Partnership Act Programs; and
WHEREAS, the Consolidated Annual Performance Evaluation Report (CAPER) required by the U.S. Department of Housing and Urban Development (HUD), discusses accomplishments made in implementing the City’s Consolidated Plan, through the goals and objectives identified in the Fourth Program Year (2018) Annual Action Plan; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby that the 2018 Consolidated Annual Performance Evaluation Report be adopted and authorization is given for submission of said report to the U.S. Department of Housing and Urban Development, and that the Mayor and Community Development Manager or their designees be authorized to sign any documents related to this report submission.
