A resolution to award a Contract to Superior Excavating, Inc. of PO Box 575, Channahon, IL 60447 for the Church Road Water Main Replacement Project in the amount of $688,405.00.
PURPOSE:
The existing 12-inch water main between Bilter Road and the creek just south of Gonella Bread Co. has suffered numerous breaks over the past 10-years, and the frequency and severity of the breaks is worsening. The proposed project will replace this fragile water main with a new 16-inch water main that will match the existing pipe size, which should reduce the number of breaks suffered in this area and increase the reliability of water service in the area.
BACKGROUND:
The existing 12-inch water main is over 45-years old. The water main on either side was upgraded in the early 1970's to 16-inch water main. This section was left in place and has been suffering numerous breaks. The breaks not only interrupt water service, but also cause significant damage to the pavement of this street, which was repaved in 2013. Lining was considered for the project, but constructing the replacement main within the parkway was determined to be a cheaper and better long-term alternative.
DISCUSSION:
The proposed project will provide reliable water service to the homes and businesses south of Bilter Road. This main is also in close proximity to the Bilter Road water tower and the additional capacity should increase the performance of the tower and the ability of the system to convey more water if necessary to other parts of the system.
Superior Excavating, Inc. was the lowest responsible bid of eight bidders with a bid of six hundred eighty eight thousand, four hundred five dollars and no cents ($688,405.00).
This project has funds available in project IC076 account 510-4058-511-7302.
IMPACT STATEMENT:
The project is predominately in the parkway. However, Church Rd. and Bilter Rd. will experience some traffic impacts to temporary lane closures. Church Rd. is a 3-lane section with a painted median. One lane will be closed, but two-way traffic will be maintained. At the Bilter Road intersection the Church Rd. turning lanes will be temporarily closed during installation. Bilter Rd may require short term closure or temporary lane closures for this work.
Arrangements with a construction management consultant are in process for this project. This will reduce the workload burden on the Engineering staff. We do not anticipate any impacts to other departments or staff for this project.
RECOMMENDATIONS:
We request authorization for the Director of Purchasing to enter into an agreement with Superior Excavating, Inc. of PO Box 575, Channahon, IL 60447 for construction of the Church Road Water Main Replacement project in the amount of six hundred eighty eight thousand, four hundred five dollars, and no cents ($688,405.00).

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Superior Excavating, Inc. submitted the lowest responsible bid of eight (8) bidders,
WHEREAS, the Church Rd. water main is in desperate need of replacement, and
WHEREAS, Project IC076 Account 510-4058-511-7302 has sufficient funds for this project; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Superior Excavating, Inc. be awarded the construction of the Church Road Water Main Replacement project for the contract amount of six hundred eighty eight thousand, four hundred five dollars, and no cents ($688,405.00).
