Requesting Approval of a Professional Consulting Services Contract with CB&I Environmental & Infrastructure, Inc. for an Environmental Site Assessment for the RiverEdge Park Expansion Parcels. (CB&I - 15-00623 / AU22/2-15.153-PZ/L - SP - Ward 2)
PURPOSE:
To do a Phase II Environmental Site Assessment on the RiverEdge Park Expansion Parcels.
BACKGROUND:
Commonwealth Edison is currently testing for potential MGP contaminants, and the City should likewise test for potential contaminants on the two expansion parcels in order to 1) provide the basis for NFR determination from the IEPA as we have achieved with the rest of the Park and 2) ascertain whether there is any need to seek contribution from escrowed funds for any needed remediation.
DISCUSSION:
CB&I can begin the Phase II work very quickly, and work around the schedule of events at RiverEdge Park. A budget amendment is being requested for Account Number 236-1830-465.32-18 (Environmental Study) to fund the assessment.
IMPACT STATEMENT:
No impacts inasmuch as the contractor will work around the RiverEdge Park schedule to perform necessary work.
RECOMMENDATIONS:
I request approval of this Contract by the Finance Committee for ultimate approval by the City Council.l

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora seeks to engage a professional environmental consulting services firm to conduct an environmental site assessment for the RiverEdge Park Expansion Parcels at 310 & 330 N. Broadway; and
WHEREAS, CB&I Environmental & Infrastructure, Inc. has submitted a proposal in the amount of not to exceed $61,780.00 plus reimbursables for said services, included herein as Exhibit “A”; and
WHEREAS, a budget amendment has being requested from Account Number 236-1830-465.32-18 (Environmental Study) to cover the expenses, in the total not to exceed $61,780.00 plus reimbursables.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, does hereby authorize the execution of the professional service contract with CB&I Environmental & Infrastructure, Inc. attached hereto as Exhibit "A" and incorporated herein as if fully set forth.
