PURPOSE:
The petitioner, Merletto Real Estate Holdings, is proposing Final Plan Revision on 13.82 acres for façade and parking modification located 2372 W. Indian Trail.
 
BACKGROUND:
This Final Plan Revision petition, which is part of the Greenfield Commons Special Use Planned Development, was referred by the City Council to the Planning and Zoning Division on July 23, 2013.

DISCUSSION:
The Petitioner is currently constructing a high end retail grocery store known as the Cosmopolitan Marketplace on the Subject Property.  The proposal consists of upgrading the façade to transform the appearance from the previous Lowes building.  The renovations to the facade include painting the façade, adding ceramic tile and constructing a canopy over the entrance. There will also be new wall signage on the building which meets the City's requirements.  As part of the proposal, the Petitioner is proposing to reroute the drive aisle and add landscaping and planters around the canopy to create a pedestrian area at the entrance.  The Petitioner is also proposing removing some parking spaces to create a middle drive aisle on the property to help alleviate traffic along the front of the building.  There will be 575 parking spaces that will remain, which exceeds the City's parking requirement of 554 spaces.
 
PHYSICAL DEVELOPMENT POLICIES:
10.0       To provide for the orderly, balanced and efficient growth and redevelopment of the City through the positive integration of land use patterns, functions, and circulation systems.  To protect and enhance those assets and values that establishes the desirable quality and general livability of the City.  To promote the City's position as a regional center.
11.1(3)      To encourage new development contiguous to existing development.
14.1(4)      To encourage quality site design throughout the City.
14.1(5)      To provide for the visual enhancement of the City through attractive landscaping, quality signage and diverse building design and arrangement.
 
PUBLIC INPUT:
As of the date of this report, staff has not received any public inquiries regarding this petition.
 
EVALUATION:
Staff has reviewed the Final Plan Revision petition, submitted by the petitioner and have sent comments back to them on those submittals.  The petitioner has made all the requested changes to these documents and they now meet all of the applicable codes and ordinances.  This final plan revision will upgrade the façade and help transform it from looking like the former Lowes building.  With the rerouting of the drive aisle around the newly created canopy, Staff would suggest that pedestrian area bewteen raised curb and the newly create canopy be concrete instead of the exsiting blacktop to ensure that the pedestrian area is well defined from the drive aisle.
 
IMPACT STATEMENT:
The Planning and Zoning Division does not anticipate any impact to other City Department with the approval of this Petition.
 
RECOMMENDATIONS:

The Subject Property is located at 2372 W. Indian Trail Road and houses the now vacant Lowe's Home Improvement Store within Greenfield Commons Commercial Shopping Center.   
 
Surrounding Property
The properties to the north and east are also within the Greenfield Commons Commercial Shopping Center.  To the north, along Indian Trail Road, are the retail outlots and currently are occupied by the CVS, Bank of America and Arby's Restaurant and to the east within the center currently houses Office Depot and Party City.  Across Indian Trail Road, to the north, is part of the USAA Planned Development District and is being utilized as the Kraft warehouse and distribution facility.  There is a mixture of townhomes and commercial/offices uses located across Orchard Road to the west.   The Home Depot Improvement Store and several retail outlots are located to the northwest of the subject property. The properties to the south are part of the Greenfield Village Subdivision, being a single family residential development.
 
HIStory
The property was annexed on March 28, 1956 by Ordinance Number O56-3011.  A Special Use Planned Development was approved on February 6, 1973 by Ordinance Number O73-4285.  A revision of the original Special Use Planned Development was approved on March 22, 1977 by ordinance number O77-4599. Then on November 26, 2002, another revision of the Special Use Planned Development and a revision of the Preliminary Plan and Plat was approved by Ordinance Number O02-127.  The City approved a Development Agreement by Ordinance Number O03-122 on September 16, 2003.   A Final Plat and Plan for Greenfield Commons Subdivision for Unit 1 was approved on April 29, 2004 by Resolution Number R04-215.
