A Resolution Ratifying Payment of $27,111.68 to J.U.L.I.E. Inc. for the generation and distribution of utility location requests to the City of Aurora.
PURPOSE:
The City of Aurora received 21,181 transmissions in 2014 via email and fax requesting location of public and privately owned utilities within the various townships of the city. The invoiced amount of $27111.68 is based on the current multiplier of $1.28 per transmission
BACKGROUND:
The Illinois Underground Utilities Facilities Damage Prevention Act (220ILCS50/) requires that any excavation of six inches or more must generate a request for the location of underground utilities. By virtue of the law the Illinois One Call System (J.U.L.I.E.) was formed and empowered as the clearing house for all such requests. The City of Aurora is a governmental member of J.U.L.I.E.
DISCUSSION:
The 2015 Water and Sewer division budget has $28,000 to cover the annual assessment invoice. The funds are allocated in account 510-4063-511.4407. The Finance division has confirmed that J.U.L.I.E Inc. is not indebted to the City of Aurora.
IMPACT STATEMENT:
The owner of a given utility is mandated by the Damage Prevention Act to locate everything within the public right of way and utility easements. The Act was enacted to save lives and limit interruption of utility service. Thereby the utility owners realize a reduction in lost revenue and provide safer work environments
RECOMMENDATIONS:
If this resolution for payment is approved please forward it to the Finance Committee for the February 24, 2015 meeting.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The City of Aurora received 21,181 transmissions in 2014 via email and fax requesting location of public and privately owned utilities within the various townships of the city.
WHEREAS, J.U.L.I.E. was formed and empowered as the clearing house for all such requests.
