SUBJECT:
A Resolution Authorizing Execution of Labor Agreement Between the City of Aurora and AFSCME 1514 from January 1, 2025, to December 31, 2028.
PURPOSE:
To obtain authorization to execute a labor agreement between the City of Aurora and AFSCME 1514.
BACKGROUND:
The AFSCME 1514 contract expired on December 31, 2024. Negotiations began in January 2025 between the City of Aurora and AFSCME 1514.
DISCUSSION:
The tentative agreement between the city and union includes full support of the union executive board. Highlights of negotiated terms include a 4% increase for 2025, 2026, 2027, and 2028.
The agreement also includes language clarifying current city practices and clean up language.
A summary of the changes, wage schedule and final contract are attached.

A Resolution authorizing the execution of labor agreement between the City of Aurora and Local 1514, Council 31, American Federation of State, County, and Municipal Employees, AFL/CIO (AFSCME) from January 1, 2025 to December 31, 2028.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora employs numerous personnel in its 1514 departments in furtherance of the public safety and welfare; and
WHEREAS, the City has recognized Council 31 of the American Federation of State, County and Municipal Employees, AFL/CIO as the bargaining agent for the above said employees; and
WHEREAS, a proposed collective bargaining agreement has been negotiated between representatives of the City of Aurora and the American Federation of State, County and Municipal Employees (A.F.S.C.M.E.), and submitted same to the City Council for approval; and
WHEREAS, the City Council finds it in the best interests of the City and public welfare that employees of AFSCME 1514 receive wage increases retro-actively to January 1, 2025 without further delay;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor and City Clerk are hereby authorized to execute the attached labor agreement between the City of Aurora and AFSCME 1514, for the period of January 1, 2025 to December 31, 2028, which is attached hereto and made a part hereof.
