A resolution to provide landscaping purchasing and installation at Fire Station 7 in the amount of $85,721.00 from Twin Oaks Landscaping of Oswego, IL and RC Wegman Construction Company of Aurora, IL.
PURPOSE:
To pay for purchase and planting of trees, bushes, plants, and grass at Fire Station 7.
BACKGROUND:
When Fire Station 7 was bid out and constructed, the landscaping package was bid out based on planting requirements from the city. Due to unforeseen construction costs above what was originally planned, as well as construction delays due to weather and ground condition issues, the landscaping decision was postponed. The landscape bids expired in May of this year. The Fire department worked with the zoning division to determine requirements for landscaping. RC Wegman, general contractor for the Fire Station 7 project, obtained revised plans from the landscape architect, Hitchcock Design Group of Naperville. These revised plans reflected the requirements set forth by the city zoning division.
Bid opening 18-37 occurred on July 18, 2018, and the lowest responsible bidder was determined to be Twin Oaks Landscaping of Oswego, IL.
The total cost of the resolution is $85,721, which includes a bid of $78,885.00 by Twin Oaks Landscaping, and a fee of $6,836.00 to RC Wegman to serve as project manager for the landscape project.
The low bid for the work was by Americana Landscape Group of Elgin, IL in the amount of $61,676.00. It was determined that the company was formerly known as Alaniz Landscapes, which had failed to perform on multiple contracts for lawn maintenance work in past years.
DISCUSSION:
The requirements for the landscape were set by the city's zoning division. The design includes purchase and planting of trees, bushes, plants, and seeding of grass areas as set forth in the design by Hitchcock Design Group, and approved by the city's zoning department.
There is approximately $30,000 left in contingency money for the Fire Station 7 project (CIP C011). Any money left at the completion of the station construction will be applied towards the cost of the landscape project, reducing the additional amount needed from account #353-3033-422.72-35
The funding for the additional services are available in account #353-3033-422.72-35 to be added to the existing purchase order upon approval.
IMPACT STATEMENT:
The landscaping for Fire Station 7 will assure the station property blends in with the overall vision for the neighborhood in which it sits. It will also meet the requirements as set by the zoning division, including two retention ponds. If planting is not completed by September 1, 2018, then the grass, plants, and trees may not survive the winter, and the landscaping would have to re-planted in 2019 at greater expense.
If the resolution is not approved, current plans call for the site to have top soil graded on it and left. The soil would be washed away with rain, and we would have to pay to regrade the site in the spring of 2019.
RECOMMENDATIONS:
To approve the resolution and accept the bid for landscaping at Fire Station 7 in the amount of $85,721.00 from Twin Oaks Landscaping and RC Wegman Construction.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the fire department needs to purchase landscaping for Fire Station 7; and
WHEREAS, RC Wegman has served as general manager for the Fire Station 7 project; and
WHEREAS, bid opening 18-37 determined that Twin Oaks Landscaping of Oswego, IL was the lowest responsible bidder for the project; and
WHEREAS, The funding for the additional services are available in account #353-3033-422.72-35 to be added to the existing purchase order upon approval;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Authorization to accept the bid from Twin Oaks Landscaping of Oswego, IL and RC Wegman Construction of Aurora, IL in the amount of $85,721.00 for purchase and planting of landscaping at Fire Station 7 and does hereby further authorize its Director of Purchasing to issue the necessary orders to implement purchase of same
