SUBJECT:

Phillips Park David & Karen Stover Visitor Center facility rooftop HVAC unit replacements

 

PURPOSE:

Replacement of one roof top unit located at the David & Karen Stover Visitor Center located at Phillips Park.

 

BACKGROUND:

A rooftop unit (RTU) is a class of heating, ventilating, and air conditioning (HVAC)

equipment that contains all the components in one package and is typically mounted on the

roof of a building.

 

The RTU at the Phillips Park Visitor Center facility, located at 1000 Ray Moses Dr. was originally installed during the initial construction of the building. The unit has exceeded its recommended service life, requiring more frequent maintenance, and has become increasingly less reliable.

 

 

DISCUSSION:

The City solicited Bid 24-087 "Phillips Park Visitor's Center Rooftop Unit Replacement" and received five(5) bids.  On August 14th, 2024, the bids were publicly opened and Youngren's Inc, of Aurora, IL submitted the lowest bid of $62,986.00.

 

The bid documentation, bid tabulation, aerial maps and bid submissions are attached.

 

This project was subject to the local preference ordinance, however the lowest, responsible bidder was an Aurora vendor so it made no impact on the decision.

 

Monies to satisfy the cost of this project are budgeted in accounts 340-4440-451.38-05 and 101-4440-451.38-05. 

 

Youngren's Mechanical Inc. has no outstanding debt with the City of Aurora.

 

IMPACT STATEMENT:

Not replacing the RTU at the Visitor Center would be detrimental to continued use of the building especially in the harsher summer and winter months.

 

RECOMMENDATIONS:

We recommend that the resolution authorizing replacement of the RTU at the Phillips Park Visitor Center, be approved

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, One (1) RTU at the Phillips Park Visitor Center was evaluated by the Central Services Division; and

 

WHEREAS, the unit was found to have exceeded the recommended service life, thus requiring more frequent maintenance, and has become increasingly less reliable; and

 

WHEREAS, the City solicited Bid 24-087 "Phillips Park Visitor's Center Roof Top Unit Replacement" and received five (5) bids; and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorizing the acceptance of the low bid from Youngren's Inc., for the replacement of roof top HVAC unit at the Phillips Park Visitor Center for $62,986.00, and the Purchasing Director is hereby authorized to issue the necessary purchase orders.
