A Resolution Awarding Virgil Cook & Son, Inc. the Low Bid for the Montgomery Road Traffic Signal Installation and Modernization

PURPOSE:
To Obtain Approval to Award Virgil Cook & Son, Inc. the Low Bid for the Montgomery Road Traffic Signal Installation and Modernization

BACKGROUND:
In 2010, the City authorized the installation of a traffic signal at the intersection of Montgomery Road and Normantown Road.   This intersection had seen a steady increase in traffic volumes and had become a congested intersection for many hours of the day.  A traffic signal warrant analysis was conducted and the signal met three different signal warrants.   The intersection is located immediately adjacent to the CN Railway tracks.   The proximity required a lengthy ICC hearing process.

DISCUSSION:
The traffic signal project will include a new signal at the intersection of Montgomery Road and Normantown Road and interconnect with the railroad signal, Middlebury Avenue to the west and Frontenac Street to the east.   In addition there will be some modernization of the signal at Frontenac and Montgomery Road.

The City received three bids ranging from $408,163.30 to $369,225.13.  The bid tabs are attached for your use.   The low bid was from Vigil Cook & Son, Inc
