A Planning and Development Committee Resolution Approving a Revision to the Final Plat subdividing Lot 6 of Diehl Industrial Park Assessment Plat No. 2 located at 245 N Eola Road, and establishing Lots 1 and 2 of Scientel Solutions Subdivision (Scientel Solutions, LLC - 18-0316 / NA08/1-18.014-Fsd/Fpn/R - TV - Ward 10)
PURPOSE:
The Petitioner, Scientel Solutions, LLC, is requesting approval of a Final Plat Revision subdividing the Subject Property into 2 lots.
BACKGROUND:
The Subject Property is currently vacant land with B-2(S) General Retail - Special Use zoning, which is part of the Eola Venture I Special Use Planned Development. In January of this year, the City Council approved a Special Use Planned Development Revision, a Preliminary Plan and Plat, and a Special Use for a 195 foot communication facility on the Subject Property. Additional information on the legislative history of the property can be found in the attached Property Information Sheet.
The Petitioner is requesting approval of a Final Plat Revision. The details of the request include a two lot subdivision with Lot 1 consisting of 1 acre which will be developed for future retail uses and Lot 2 consisting of 1.67 acres which will be developed as an office building with an accessory communications facility and on-site detention.
Concurrently with this proposal, the Petitioner is requesting approval of a Final Plan for Lot 2 of Scientel Solutions Subdivision. The details of the request include the construction of a 16,032 square foot, 2- story office building along with an associated 55 space parking lot, which will house the headquarters of Scientel Solutions, LLC as the company plan to relocate their offices from Lisle. The proposal also includes the installation of a 195 foot lattice style communications facility which will be an accessory to the Scientel Solutions headquarters building. The new facility is proposed to be placed just to the north of the proposed building. On-site stormwater management facility is being constructed along the west portion of Lot 2 adjacent to the internal road.
A full Landscape Plan is proposed for throughout Lot 2. The Final Plan proposal also includes building and signage elevations. The façade of the building is a mixture of brick and aluminum composite panels with insulated glazing windows. A 25' foot overall development sign is being proposed on Lot 1 of Scientel Solutions Subdivision located at the southwest corner of the Subject Property, just north of the access road off of N. Eola Road. The sign elevation matches the aluminum composite panels used on the building and will accommodate for other users within the overall development.
Access to the site will be via N. Eola Road along the south side of the Subject Property. The petitioner will also be constructing an internal road to the north that bisects Lot 1 and 2 which will eventually connect to Diehl Road when the northern portion of the overall development is built.
The Petitioner is also in the process of obtaining offsite easements.
DISCUSSION:
Staff has reviewed the Final Plat Revision petition and have sent comments back to the petitioner on those submittals. The petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances.
POLICIES AND GUIDELINES:
The Staff’s Evaluation and Recommendation are based on the following Physical Development Policies:
10.0 To provide for the orderly, balanced and efficient growth and redevelopment of the City through the positive integration of land use patterns, functions, and circulation systems. To protect and enhance those assets and values that establishes the desirable quality and general livability of the City. To promote the City’s position as a regional center.
11.1(5) To guide and promote development to areas where public utilities, public roads and municipal services are either available or planned.
11.1(3) To encourage new development contiguous to existing development.
RECOMMENDATIONS:
The Planning Commission recommended APPROVAL of the Planning and Development Committee Resolution Approving a Revision to the Final Plat subdividing Lot 6 of Diehl Industrial Park Assessment Plat No. 2 located at 245 N Eola Road, and establishing Lots 1 and 2 of Scientel Solutions Subdivision.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, by petition dated April 5, 2018, Scientel Solutions, LLC filed with the City of Aurora a petition Requesting approval of a Final Plat Revision subdividing Lot 6 of Diehl Industrial Park Assessment Plat No. 2 located at 245 N Eola Road and establishing Lots 1 and 2 of Scientel Solutions Subdivision and related required documents as attached hereto as Exhibits "A"; and
WHEREAS, after referral of said petition from the Aurora City Council, the Aurora Planning Commission conducted a hearing on May 2, 2018, reviewed the petition and recommended APPROVAL of said petition; and
WHEREAS, on May 10, 2018, the Planning and Development Committee of the Aurora City Council reviewed said petition and the before mentioned recommendations and recommended APPROVAL of said petition; and
WHEREAS, the decision of the Planning and Development with respect to a final plat Committee is subject to appeal to the City Council in the manner set forth in the City of Aurora Subdivision Control Ordinance; and
WHEREAS, no person authorized under City of Aurora Subdivision Control Ordinance to appeal such decision having done so in the manner set forth in the Ordinance, the Decision of the Planning and Development Committee constitutes final action on the proposed final plat; and
WHEREAS, the City Council, based upon the recommendation and the stated standards of the Planning Commission, finds that the proposed Final Plan and Plat Revision is not contrary to the purpose and intent of Ordinance Number 3100, being the Aurora Zoning Ordinance.
NOW, THEREFORE, BE IT RESOLVED that the Planning and Development Committee of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants APPROVAL of said Final Plat Revision.
BE IT FURTHER RESOLVED that the Planning and Development Committee of the City of Aurora hereby adopts the Final Plat and related required documents as attached hereto as Exhibit "A" Final Plat along with any easement dedications or vacations deemed necessary by the Aurora City Engineer.
