SUBJECT:

A resolution to authorize the Director of Purchasing to execute a contract with Group Management, Inc.,1833 Kenilworth Place, Aurora, IL 60506, in the amount of $29,100 for the DSC Building Engineering Division Workstations.

 

PURPOSE:

To accept the bid for the above referenced project.

 

BACKGROUND:

The City recently acquired the former PNC bank building at 77 S. Broadway in Aurora with the intention of housing several City Departments through a series of self-performed and contracted improvements and renovations.  As part of the ongoing efforts, the City contracted with Batir Architects, Ltd. to draft renovation plans and specifications for the Engineering and Planning Divisions to be located on the 2nd floor. 

 

As a part of the improvements to the DSC building, 20 cubicle workstations are required for the Engineering Division.  Bids were solicited publicly, with a request for vendors to supply up to three bids.  The options for the three bids were as follows: furnish and install new units, furnish and install used units, or install units provided by the City.  Each bidder could supply prices for just one option, or all three, at their discretion.

 

It should be noted that firms furnishing used workstations generally provide units that are in “like new” condition; regardless of that fact, the bid documents included language that the City reserves the right to inspect and reject the units before delivery and installation.   

 

DISCUSSION:

Bids for the DSC Building Engineering Division Workstations were received from three bidders.  These bids were opened publicly and read aloud at 2:00 p.m. on August 1, 2018; a tabulation of those bids is included as Exhibit B.  As can be seen on Exhibit B, two bidders provided bids to furnish and install used units, two bidders provided bids to furnish and install new units and one bidder provided a bid to install units furnished by the City. 

 

The lowest bid to have new units furnished and installed was $48,890.00; the lowest bid for to have used units installed was $29,100.00.  Due to the significant savings, it is recommended that used units be selected.  The lowest responsible bidder for used units was Group Management, Inc., 1833 Kenilworth Place, Aurora, IL 6050.  Group Management, Inc. provided the used workspaces to the City for the first floor of the DSC; the quality of those workspaces and the installation was acceptable and it is recommended to proceed with Group Management for this contract.  The funds are available in account 340-4010-417-73-40(Capital Outlay - Renovation) which has a 2018 budget of $325,500 and available funds in the amount of $245,900.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, Three bids for the DSC Building Engineering Division Workstations project were received (Exhibit B) and read aloud at 2:00 p.m. on August 1, 2018; and

 

WHEREAS, Group Management, Inc.,1833 Kenilworth Place, Aurora, IL 60506, provided the lowest bid (see Exhibit A) in the amount of $29,100 to furnish and install used workstations for the DSC Building Engineering Division; and

 

WHEREAS, Account 340-4010-471-73-40 will be utilized to fund these improvements; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is authorized to execute a contract with Group Management, Inc.,1833 Kenilworth Place, Aurora, IL 60506, in the amount of $29,100.00 for the DSC Building Engineering Division Workstations.
