SUBJECT:
A resolution authorizing the Director of Purchasing to execute a contract with Structured Solutions, LLC, in the amount of $379,690.00 for the 2026 Manhole Rehabilitation Project.
PURPOSE:
To complete various repairs of sanitary and storm manholes in advance of the City’s Overlay Program.
BACKGROUND:
The locations of the manhole rehabilitation can be seen in the attached Exhibit A - Location Map. Closures of entrances to the businesses and residences will be kept to a minimum during construction.
DISCUSSION:
The proposed improvements have been publicly advertised and bid in conformance with City procedures. Six conforming bids were received, opened on March 11, 2026. The low bid in the amount of $379,690 was submitted by Structured Solutions, LLC. Structured Solutions has successfully completed similar projects for the City in the past. The bid tabulation, Structured Solutions, LLC’s bid, and the bid documents are attached as exhibits B, C and D.
The manhole rehabilitation improvements will be funded with account 510-4063-511-73-14 (CIP IB018) which has a 2026 budget amount of $2,500,000.
This project was subject to the Local Preference Ordinance, however no local contractors submitted.
IMPACT STATEMENT:
Impacts to traffic and residents will be kept to a minimum.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the manhole rehabilitation improvements will address inflow/infiltration and structural issues; and
WHEREAS, Structured Solutions, LLC submitted the lowest responsible bid out of 6 bids received, opened on March 11, 2026; and
WHEREAS, funding for this project in the amount of $379,690.00 are available in account 510-4063-511-73-14 (2026 budget amount of $2,500,000, CIP IB018); and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Director of Purchasing is hereby authorized to execute a contract with Structured Solutions, LLC in the amount of $379,690.00 for the 2026 Manhole Rehabilitation Project.
