SUBJECT:
A resolution to award the Waterford Court Water Main Replacement Project to Swallow Construction Corporation.
PURPOSE:
To provide improved water service to the consumers on Waterford Court; the project is located on Waterford Court from Prairieview Lane to the east end of Waterford Court in Ward 10 as shown on the location map attached as Exhibit B.
BACKGROUND:
The water main on Waterford Court experienced several breaks in the spring of 2016. The Water & Sewer Maintenance Division performed the break repairs at that time and installed new valves on the main to improve shut down efficiency for future maintenance. Replacement of the main is required to prevent future breaks and inconveniences to the users on Waterford Court.
DISCUSSION:
Bids were opened and read aloud on August 31, 2016. The tabulation of the 8 bids received is attached as Exhibit A. The lowest bid, in the amount of $142,975.25 was submitted by Swallow Construction Corporation.
The water main improvements will be funded with account 510-4058-511-73-02.
IMPACT STATEMENT:
Traffic on Prairieview Drive will experience minor delays during the water main crossing installation and Waterford Court residents will have limited access to their driveways during construction. No other impacts to residents are anticipated.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Swallow Construction Corporation was the lowest responsible bidder out of 8 bids received, opened, and read aloud on August 31, 2016.
WHEREAS, the improvements will provide improved water service to the consumers on Waterford Court, and
WHEREAS, the water main improvements will be funded with account 510-4058-511-73-02.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: That the Director of Purchasing is hereby authorized to execute a contract with Swallow Construction Corporation in the amount of one hundred forty-two thousand, nine hundred seventy-five dollars and twenty-five cents ($142,975.25).
