SUBJECT:

A Resolution authorizing Shannon Chrismore to provide Employee Assistance Services for the period of January 1, 2026 through December 31, 2026.

 

PURPOSE:

To obtain approval of the service agreement with Shannon Chrismore to provide City employees set forth herein pursuant to this agreement.

 

BACKGROUND:

The City of Aurora requires professional employee assistance services to support the well-being and productivity of its workforce. Under the proposed agreement, the service provider will deliver a range of support to the City including responding to employees and dependents, conducting trainings, and assisting managers and supervisors with workplace issues and concerns. The provider will also support the City's drug and alcohol testing program by working with employees who fail tests, managing follow-up for DOT regulated causes, and coordinating with medical facilities on monthly screenings. In addition, the provider will furnish monthly reports to ensure compliance and program oversight. To continue offering these services, the City seeks to enter into a one-year service agreement.

 

DISCUSSION:

By moving forward with this selection, Shannon Chrismore will continue providing Employee Assistance Services to City Employees. 

 

The agreement will be for a period of January 1, 2026 through December 31, 2026. 

The Human Resources Department has budgeted $37,500 for this service in account no. 101-1006-419.20-52.

That the City Council approves the resolution authorizing the service agreement with Shannon Chrismore.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora desires to continue utilizing Shannon Chrismore as the City's EAP Counselor for the term of January 1, 2026 through December 31, 2026; and

 

WHEREAS, funding in the amount of $37,500 will be available in the 2026 Human Resources Budget (account 101-1006-419.20-52); and

 

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute the contract with Shannon Chrismore and issue necessary documents for the purchase.
