Requesting the approval to purchase a used 2012 Caterpillar 950K Wheel Loader with a 20" Daniels Wing Plow for the Aurora Airport from Patten Tractor, as a sole source, for $171,500.00.
PURPOSE:
To assure that the Aurora Airport equipment is in good condition to maintain the runways, taxing, and parking surfaces during snow operations.
BACKGROUND:
The Aurora Airport operates two agricultural tractors to clear the snow from the runways, taxing and parking surfaces. The Case 9150 is a 1990 and it was approved for replacement in 2016 due to the poor condition of the engine as well as the main steering hinge. Additionally, parts can be difficult to obtain due to the age of this Case tractor.
DISCUSSION:
Patten Tractor, located at 635 W. Lake St., Elmhurst, IL, has a used 2012 Caterpillar 950K Wheel Loader with 2408 hours for sale. Their quote for this unit includes an additional 3rd hydraulic valve, 20' Daniels Wing Plow and a 4.5 yard bucket in the amount of $196,500.00. In addition, Patten has a trade-in allowance of $25,000.0 for the 1990 Case agriculture tractor making the payable balance $171,500.00.
The purchase of this used Cat 950K wheel loader will provide the Aurora Airport and other City Divisions with a versatile unit that can be used year round for numerous maintenance and construction tasks. This wheel loader comes with a 60 month / 2000 hour powertrain and hydraulic system extended warranty.
The following accounts will be used for the purchase of this wheel loader since these other divisions will use this wheel loader:

The purchase of this used wheel loader will have no impact on other departments.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The Aurora Airport operates two agricultural tractors to clear the snow from the runways, taxing and parking surfaces. The Case 9150 is a 1990 model year and it was approved for replacement in 2016, and

WHEREAS; pursuant to Aurora Code Section 2-335(a)(3) the desired product is provided by only one source in this situation; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: approves to purchase a used 2012 Caterpillar 950K Wheel Loader with a 20" Daniels Wing Plow for the Aurora Airport from Patten Tractor, as a sole source, for $171,500.00
