Resolution ratifying payment to Eurofins Scientific, South Bend, IN, for laboratory analytical services provided in excess of $25,000 during calendar year 2018 by the Water Production Division
PURPOSE:
To obtain City Council authorization to pay for laboratory analytical services in excess of $25,000 per the City's purchasing policies.
BACKGROUND:
Eurofins Scientific is used by the Water Production Division (WPD) to perform regulatory compliance laboratory testing and reporting for items required by state and federal drinking water regulations, but which the WPD's laboratory is not certified to perform.
DISCUSSION:
In 2018, Eurofins Scientific was contracted by the WPD to perform laboratory analysis for several mandatory state and federal regulatory testing requirements. These services are provided to the city under several different and separate purchase orders. The reason for this ratification is due to a change in the exact test method required by the Illinois Environmental Protection Agency for disinfection by-products (from method 524.2 to method 552.3 for UCMR4 reporting). Thus, the same samples could not be used for duplicate regulatory reporting requirements and 32 additional samples were required to be analyzed using the revised analytical method for UCMR4 reporting. The 32 additional samples cost approximately $5,000.
As such, the total amount of work performed by Eurofins Scientific in 2018 under several different purchase orders was approximately $30,000, which exceeds $25,000 in total. The Purchasing Division has notified the WPD that ratification of this total amount under multiple purchase orders is required. A summary of all the work items performed by Eurofins in 2018 is attached for reference.
Funding to pay the full amount of services provided by Eurofins Scientific is available in the 2018 budget in account number 510-4058-511-32-06 - Testing Services.
IMPACT STATEMENT:
Not ratifying this amount for payment will not permit the WPD to pay for laboratory analytical services requested of and already provided by Eurofins Scientific.
RECOMMENDATIONS:
That the City Council approves ratification of payment to Eurofins Scientific in an amount not to exceed $30,000.00 for calendar year 2018.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the total 2018 expenditures for laboratory analytical services provided by Eurofins Scientific, under several separate purchase orders, have exceeded the threshold requiring City Council approval; and
WHEREAS, the 2018 budget provides funds for the total expenditures in budget account 510-4058-511-32-06;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Director of Purchasing is hereby authorized to issue orders to provide payment to Eurofins Scientific for laboratory analytical services provided in a total amount not to exceed $30,000.00 for the 2018 budget and calendar year.
