SUBJECT:

An agreement with the Fox Valley Park District Police Department, through the Fox Valley Park District and the Aurora Police Department, through the City of Aurora, for dispatch services.

 

PURPOSE:

To provide emergency dispatch services for the Fox Valley Park District Police Department through the Aurora Police Department dispatch.

 

BACKGROUND:

The Fox Valley Park District Police Department currently contracts with Kane Comm for dispatch services.  With this agreement, they will switch to our services and the Naperville ETSB.

 

DISCUSSION:

The City of Aurora, through the Aurora Police Department, has been working with the Fox Valley Park District, through the Fox Valley Park District Police Department, to formalize other agreements, such as, mutual aid and coverage of calls throughout the corporate limits of the City of Aurora. Along those lines, the Fox Valley Park District would like to utilize the City of Aurora Police Department's dispatch services for all emergency 911 calls as well as all urgent, non-emergency answering of a secondary back-up telephone number for dispatch of Fox Valley Park District's police, fire, medical or other emergency service response units. This agreement is for three years and will renew for successive periods of one-year unless Fox Valley Park District Police Department wishes to withdraw and terminate the agreement. 

 

IMPACT STATEMENT:

The impact on staff will be minimal. Fox Valley Park District Police will pay $30,000.00 annually which includes all calls for service per year. Fox Valley Park District Police will maintain the radios they own and will be responsible for any upgrades needed to work with the Aurora Police Departments system.

 

RECOMMENDATIONS:

Staff requests approval of this resolution.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Subscriber desires to participate in the Aurora Community Emergency Services public safely communication and emergency 9-1-1 dispatch system (hereinafter referred to as “ACES”), and;

 

WHEREAS the Aurora Police Department is a provider of public safety communications and telecommunications for Aurora and is willing and able to furnish such services to Subscriber on a mutual agreement cost sharing plan, and;                     

 

WHEREAS, the Aurora Police Department has established fees and charges for Subscribers, and;

 

WHEREAS, the Parties desire to better define the services to be provided and to reduce their agreement regarding the provision of such services to writing by means of a formal agreement.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Authorize the Chief of Police to sign the agreement on behalf of the City of Aurora.
