A resolution awarding the Montgomery Road and Kautz Road Traffic Signal Installation project to H & H Electric Company and the appropriation of $646,164.08 of Motor Fuel Tax (MFT) funds for the project.
PURPOSE:
To award the Montgomery Road and Kautz Road Traffic Signal Installation project to H & H Electric Company and the appropriation of $646,164.08 of Motor Fuel Tax (MFT) funds for the project.
BACKGROUND:
The project consists of installing a new traffic signal at the intersection of Montgomery Road and Kautz Road, adding an exclusive right turn lane by widening the roadway on east leg (north side), sidewalk improvements, refresh striping & pavement markings, combination curb and gutter removal and replacement, adding appropriate signage, restoration and other miscellaneous work in accordance with the plans and specifications.
DISCUSSION:
The project bid was posted on September 2, 2025 through OpenGov procurement process. The City opened bid on September 24, 2025, two bidders that bid are H&H Electric Company (bid amount - $646,164.08) and Martam Construction (bid amount $678,378.36). The lowest bid was from H&H Electric Company.
Local preference does not apply to this project due to funding source. This project uses Motor Fuel Tax (MFT) Funds and would need appropriating the funds.
City's 2025 & 2026 budget provides funds through the following account:
GC 081 Montgomery Rd & Kautz Rd 203-4020-418-76-39 $646,164.08
IMPACT STATEMENT:
Maintenance & energy costs for proposed traffic signal is approximately $400 per month after construction is complete and when City takes signal maintenance over.
RECOMMENDATIONS:
Staff recommends approval of award to H & H Electric Company and appropriation of MFT funds.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, City desires to install traffic signals at the intersection of Montgomery Road and Kautz Road
WHEREAS, a qualified bid was received through the OpenGov procurement process and the qualified low bid was from H & H Electric Company of Franklin Park, IL, in the amount of $646,164.08.
WHEREAS, there is a need to appropriate Motor Fuel Tax (MFT # 22-00353-00-TL) funds for this project in the amount of $646,164.08, a copy of which resolution is attached for approval.
WHEREAS, City of Aurora fiscal year 2025 & 2026 budget provides funds through the following account:
GC 081 Montgomery Rd & Kautz Rd 203-4020-418-76-39 $646,164.08
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Director of Purchasing is hereby authorized to execute a contract with H & H Electric Company in the amount of six hundred, forty six thousand, one hundred, sixty four dollars and eight cents ($646,164.08) for the Montgomery Road and Kautz Road Traffic Signal Installation project construction and City Clerk is hereby authorized to execute Motor Fuel Tax (MFT) funds in the amount of $646,164.08, (MFT section no. 22-00353-00-TL) of which the resolution is attached.
BE IT FURTHER RESOLVED that the Director of Purchasing and City Clerk is hereby authorized to execute any other such documents related to advancement and completion of the said project.
