SUBJECT:

A Resolution authorizing the appointments of management personnel within the Community Services Department.

 

DISCUSSION: 

The Community Services Department is a new department and part of the amendment set forth in Legistar item 21-0508. Previously housed under Innovation and Core Services, the position of Chief Community Services Officer is an existing title but must be appointed as a Department Head. The other appointments brought forth are for new and existing divisions within the department. 

 

This resolution will authorize the appointments to the Community Services Department. Job descriptions, notices of appointment and resumes for external hires are attached.

A Resolution Approving the Appointments of Management Personnel within the Community Services Department.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, Chapter 2 of the Code of Ordinances provides that the Mayor, shall, with the approval of the City Council, appoint the officers of the City and heads and assistant heads of the departments and divisions of the City; and

 

WHEREAS, in accordance with Chapter of the Code of Ordinances, the Mayor has notified the City Council of the appointment of Martin Shanahan as the Chief Community Services Officer (Exhibit A), and has requested the City Council’s approval of said appointment; and

 

WHEREAS, in accordance with Chapter of the Code of Ordinances, the Mayor has notified the City Council of the appointment of Betty Hart as the Director of Innovation and Strategy (Exhibit B), and has requested the City Council’s approval of said appointment; and

 

WHEREAS, in accordance with Chapter of the Code of Ordinances, the Mayor has notified the City Council of the appointment of Viviana Ramirez as the Community Engagement Manager (Exhibit C), and has requested the City Council’s approval of said appointment; and

 

WHEREAS, in accordance with Chapter of the Code of Ordinances, the Mayor has notified the City Council of the appointment of Chris Ragona as the Community Development Manager (Exhibit D), and has requested the City Council’s approval of said appointment; and

 

WHEREAS, in accordance with Chapter of the Code of Ordinances, the Mayor has notified the City Council of the appointment of Cecilia Soto as the Customer Relations Manager (Exhibit E), and has requested the City Council’s approval of said appointment;

 

WHEREAS, having reviewed the descriptions for each position to be filled by a person nominated by the Mayor, the City Council finds that each appointee possesses the necessary technical training or knowledge of the position to which the appointee has been nominated and otherwise qualified for appointment.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows that the appointments of the individuals listed in Exhibits A-E of this resolution shall be and hereby are approved.
