A Resolution awarding Professional Engineering Services Agreement-Phase I to Engineering Enterprises, Inc. for the proposed Kautz Road Multi-use Path from New York Street to 5th Avenue/McCoy Drive.
PURPOSE:
To obtain approval for granting Professional Engineering Services Agreement (Phase 1) to Engineering Enterprises, Inc. for the proposed Kautz Road Multi-use Path from New York Street to 5th Avenue/McCoy Drive.
BACKGROUND:
Kautz road project is a proposed 10 feet wide multi-use path between New York Street (north end) and McCoy Drive (south end) that provides both local and regional connectivity. The proposed 10 foot wide path between Oakhurst forest preserve (west side) and Oakhurst subdivision (east side) will be an extension of the existing Kautz road path located on the east side of Kautz road south of McCoy Drive. The path will provide a direct connection to New York street multi-use path that is currently under construction. This project plays a vital role in connecting local and regional trails that enhances City's bikeway network.
DISCUSSION:
This project is part of the City of Aurora Master Transportation Plan. The proposed path provides connections to existing school routes, existing forest preserve paths and will be a crucial link for allowing a north-south bike route continuity. The exact alignment of the proposed Multi-use Path has not yet been determined. The City will continue to coordinate with the Kane County Forest Preserve district on the proposed path alignment. The project is federally funded and has a grant sanctioned up to $438,720. Phase I engineering cost-plus-fixed-fee not to exceed $50,000.00

IMPACT STATEMENT:
No additional cost is anticipated at this point.
RECOMMENDATIONS:
Staff recommends approval of the Professional Engineering Services Agreement (Phase 1) with Engineering Enterprises, Inc. for a proposed 10 ft. wide Kautz multi-use path.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the ITEP grant for Kautz multi-use path extension has been sanctioned, and the City has procured a contract with Engineering Enterprises, Inc. to perform Phase 1of this Project; and
WHEREAS, the City desires to be a bicycle friendly community, and this Project will assist in more connectivity for cyclists in Aurora; and
WHEREAS, the City of Aurora FY 2015 Budget provides funding by way of the following accounts:

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Phase I Professional Engineering Services Agreement with Engineering Enterprises, Inc. for Kautz road multi-use path (from New York Street to 5th Avenue/McCoy Drive) is hereby approved
