SUBJECT:

Ordinance Amending Article II of Chapter 2, of the Aurora Code of Ordinances Entitled, "Administration" (Mayoral Compensation) Amended as Follows: Recommend 5% Compensation Increase Over Base Pay of $140,058.00 for the First Year Following the election on April 4, 2017 with an increase of 2.5% each year for the Three Years to Follow.  

 

PURPOSE:

Every four years, the Council evaluates the salaries for Elected Officials in the city including the Aldermen and the Mayor.  Input from various sources, including the Chamber are considered.  The evaluation is based on the compensation of similar cities, towns and other elected positions.  

 

BACKGROUND:

The Special Compensation Committee met on July 19, 2016 and August 2, 2017 to discuss salary and percentage information for elected officials, the City of Aurora Executive Pay Plan, City of Aurora Code of Ordinance for Aldermen compensation and benefits, and the City of Aurora Code of Ordinance for Mayor's salary. 

 

DISCUSSION:

The Compensation Committee will either accept, deny or amend the recommendation. 

 

RECOMMENDATIONS:

Recommend 5% Compensation Increase Over Base Pay of $140,058.00 for the First Year Following the election on April 4, 2017 with an increase of 2.5% each year for the Three Years to Follow

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, The Special Compensation Committee of the City Council, having reviewed all information presented, recommends that there be a five percent (5%) increase in base pay effective May 1, 2017, and a two and one half percent (2.5%) increase each year thereafter for three (3) years.

 

NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Aurora, Illinois, that Chapter 2, Article II, Section 2-38 of the Aurora Code of Ordinances be amended as follows:

 

Sec. 2-38. Salary.

(b) The annual salary of the mayor shall be as follows:

                     (1) May 1, 2012, through April 30, 2013, one hundred and seventeen thousand five hundred and ninety dollars ($117,590.00).

                     (2) May 1, 2013, through April 30, 2014, one hundred and twenty-eight thousand one hundred and seventy-three dollars ($128,173.00).

                     (3) May 1, 2014, through April 30, 2015, one hundred and thirty-two thousand nine hundred and seventy-nine dollars ($132, 018.00).

                     (4) May 1, 2015, through April 30, 2016, one hundred and thirty-five thousand nine hundred and seventy-nine dollars ($135,979.00).

                     (51) May 1, 2016, and thereafter through April 30, 2017, one hundred forty thousand and fifty-eight dollars ($140,058.00).

                     (2)                     May 1, 2017, through April 30, 2018, one hundred forty-seven thousand and sixty-one dollars ($147,061.00).

 

                     (3)                     May 1, 2018, through April 30, 2019, one hundred fifty thousand and seven hundred thirty-eight dollars ($150,738.00).

 

                     (4)                     May 1, 2019, through April 30, 2020, one hundred fifty-four thousand and five hundred and six dollars ($154,506.00).

 

                     (5)                     May 1, 2020 and thereafter, one hundred fifty-eight thousand and three hundred sixty-nine dollars ($158,369.00).

 

                     Compensation recommendations for the future shall be reviewed by the council and completed no later than August 31, 201620.
