Resolution to authorize a Professional Services Agreement for professional engineering consulting services for a citywide potable water system capacity analysis for the Water Production Division
PURPOSE:
To obtain City Council approval for a professional engineering services agreement with Crawford, Murphy & Tilly, Inc., Aurora, IL (CMT) for professional engineering consulting services for a citywide potable water system capacity analysis.
BACKGROUND:
The City of Aurora has been providing potable water to its residents since the late 1840's. The methods of treatment and distribution have changed over the years. On a reoccurring basis, engineering analyses are performed to plan for future city development, changing regulatory rules, and various other reasons. The last full citywide potable water system analysis was completed in 2007 via a Water Master Plan Update.
CMT has been providing potable water system planning, design, and construction engineering services for the city for over 40 years. Their work has included municipal raw water wells and associated wellhouses, the river intake, well collector mains, the water treatment plant, finished water transmission mains, various booster/pump stations, and storage tanks. CMT most recently completed an update of the hydraulic model of the potable water distribution system in 2017.
DISCUSSION:
As more customers purchase water-saving fixtures and use water-saving practices, city resident's overall potable water use, even with an ever increasing population, has leveled off over the past decade. This trend has created a situation where existing operational capital infrastructure may have underutilized capacity. As such, the city is interested in exploring possibilities of selling potable water to others on a wholesale basis.
In order to investigate this possibility, a capacity analysis needs to be completed to look at all aspects of the opportunity. This proposed analysis will include four components: source capacity analysis, WTP capacity analysis, water usage projections, and a distribution/delivery system analysis.
Funding for this analysis has been provided via an approved 2019 Decision Package in the 2019 City Budget in Account 510-4058-511-32-07.
IMPACT STATEMENT:
Not completing the analysis will prevent the city from exploring options to export and wholesale potable water to others.
RECOMMENDATIONS:
That the Mayor and City Council approve the attached resolution authorizing the Purchasing Director to execute an agreement with Crawford, Murphy & Tilly, Inc., on a time-and-material basis for an amount not-to-exceed $110,000.00 for professional engineering consulting services for a citywide potable water system capacity analysis for the Water Production Division. It is further recommended that this matter be forwarded to the Buildings, Grounds, and Infrastructure Committee for review and recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the city is interested in exploring possibilities of selling potable water to others on a wholesale basis; and
WHEREAS, a citywide potable water system capacity analysis needs to be completed to look at all aspects of the opportunity; and
WHEREAS, budgetary authority is granted and funds are available via an approved 2019 decision package in the 2019 City Budget in account no. 510-4058-511-32-07;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Purchasing Director is hereby authorized to execute a professional services agreement with Crawford, Murphy & Tilly, Inc., for professional engineering consulting services on a time-and-material basis for an amount not-to-exceed $110,000.00 for a citywide potable water system capacity analysis for the Water Production Division.
