A Resolution Authorizing an Agreement with GoGo Technologies, Inc. to Provide Transportation Coordination Services for the City of Aurora Ride Solution (C.A.R.S.) Transportation Program for an initial term of September 1, 2026, through December 31, 2027 with three optional one year extensions.
PURPOSE:
To obtain City Council approval authorizing Purchasing to execute an agreement with GoGo Technologies, Inc. to provide supplemental transportation services for the City of Aurora Ride Solution (C.A.R.S.) Transportation Program for the period of September 1, 2026, through December 31, 2027, following a competitive Request for Proposals (RFP) process, thereby ensuring uninterrupted transportation services for eligible Aurora seniors and residents with disabilities.
BACKGROUND:
The City of Aurora Ride Solution (C.A.R.S.) Transportation Program provides supplemental transportation services to eligible Aurora seniors and residents with disabilities, enhancing their quality of life by improving access to essential services, including medical appointments, grocery stores, pharmacies, employment, wellness activities, and other community resources.
The C.A.R.S. Program is designed to increase mobility, promote independence, and reduce transportation barriers by connecting eligible participants with safe, reliable, and accessible transportation. The program supports the City's ongoing commitment to accessibility, inclusion, and helping residents age in place with dignity and independence.
GoGo Technologies, Inc. has served as the City's supplemental transportation services provider during 2025 and has continued to provide uninterrupted transportation services while the City completed a new competitive procurement process.
DISCUSSION:
In the spring of 2026, the City issued a Request for Proposals (RFP) 26-047 seeking qualified organizations to provide supplemental transportation services for the C.A.R.S. Program. The RFP was publicly advertised in accordance with the City's procurement requirements
City staff conducted a comprehensive evaluation of the proposal submitted in response to the Request for Proposals using the evaluation criteria established in the solicitation.
The evaluation considered organizational qualifications, experience providing transportation services for seniors and individuals with disabilities, operational capacity, technology and reporting capabilities, customer service approach, accessible transportation capabilities, and overall value to the City.
Following a comprehensive evaluation of the proposals received, GoGo Technologies, Inc. received the highest overall evaluation score and was determined to be the proposer whose qualifications, experience, service approach, operational capacity, and pricing best met the City's needs and the objectives of the C.A.R.S. Program.
Based upon the evaluation results, staff recommends awarding the contract to GoGo Technologies, Inc. to continue serving as the transportation coordination provider for the C.A.R.S. Program.
GoGo Technologies, Inc. has demonstrated the operational capacity and experience necessary to provide reliable transportation coordination services while supporting the City's goals of improving mobility, enhancing quality of life, and promoting independence for Aurora seniors and residents with disabilities.
The proposed initial agreement term will provide transportation coordination services September 1, 2026, through December 31, 2027 with three optional one year extensions upon mutual consent.
Funding for this program is budgeted in account 215-1372-440.50-80.
IMPACT STATEMENT:
Approval of this resolution will allow the City to continue providing uninterrupted supplemental transportation services for eligible Aurora seniors and residents with disabilities through the C.A.R.S. Program.
Reliable transportation remains a critical component of healthy aging and independent living. By connecting residents to healthcare, nutrition, employment, recreation, and other essential services, the program helps reduce transportation barriers, improve access to community resources, and support residents in safely remaining in their homes and community.
Awarding this contract following a competitive procurement process also supports the City's commitment to transparency, fiscal responsibility, and the selection of qualified service providers that deliver high-quality services to Aurora residents.
Funding for this agreement is available within the approved Senior and Disability Services Division budget, subject to annual appropriations by the City Council.
RECOMMENDATIONS:
It is recommended that the City Council approve the resolution authorizing Purchasing to execute an agreement with GoGo Technologies, Inc. to provide supplemental transportation services for the City of Aurora Ride Solution (C.A.R.S.) Transportation Program for the period of September 1, 2026, through December 31, 2027 with the option to extend the agreement for up to three (3) additional one-year terms, subject to mutual agreement of the parties, satisfactory contractor performance, availability of appropriated funding, and any required City approvals."

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora Ride Solution (C.A.R.S.) Transportation Program provides supplemental transportation services for eligible seniors and residents with disabilities to improve mobility, independence, and access to essential community resources; and
WHEREAS, the City issued a competitive Request for Proposals (RFP) 26-047 to solicit qualified organizations to provide transportation coordination services for the C.A.R.S. Program; and
WHEREAS, GoGo Technologies, Inc. received the highest overall evaluation score and was determined to be the proposer whose qualifications and proposed services best met the needs of the City; and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorizes Purchasing to execute an agreement with GoGo Technologies, Inc. to provide transportation coordination services for the City of Aurora Ride Solution (C.A.R.S.) Transportation Program for the period of September 1, 2026 through December 31, 2027 with the option to extend the agreement for up to three (3) additional one-year terms, upon mutual written agreement of the parties, satisfactory contractor performance, availability of appropriated funding, and any required City approvals..
