SUBJECT:

A Resolution Authorizing Execution of Labor Agreement Between the City of Aurora and Aurora Supervisors Association (ASA) of the Aurora Police Department from January 1, 2025, to December 31, 2028.

 

PURPOSE:

To obtain authorization to execute a labor agreement between the City of Aurora and Aurora Supervisors Association of the Aurora Police Department.

 

BACKGROUND:

The ASA contract expired on December 31, 2024. Negotiations for a successor contract began in April 2025 between the City of Aurora and ASA.

 

DISCUSSION:

Highlights of negotiated terms include an increase of the monthly premium costs for health insurance from 16.5% to 18% in January 2026 and another increase to 20% starting January 2027, similar to what other bargaining units are paying.

 

For 2025, 2026, and 2027, the wage increase is 4% and for 2028, the wage increase is 3.5%, similar to what other bargaining units will receive in those years.

 

The wage differential for Lieutenants increased from 18% to 19%, similar to what the differential is for Sergeants and Commanders.

                     

The translation stipend for Spanish speakers was increased from $60 to $100.

 

Employees in this bargaining unit will also receive an increase in longevity to the following:10 completed years will receive 2%, 15 years will receive 3.5%, 20 years will receive 5%, and 25 years will receive 5.5%.

 

A summary of the changes and final contract are attached.

RECOMMENDATIONS:

That the City Council authorize the execution of labor agreement between the City of Aurora and the Aurora Supervisors Association of the Aurora Police Department, for the period of January 1, 2025 through December 31, 2028.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora employs numerous personnel in its Police Department in furtherance of the public safety and welfare; and

 

WHEREAS, the city has recognized Aurora Supervisors Association of the Aurora Police Department as the bargaining agent for the above said employees; and

 

WHEREAS, a proposed collective bargaining agreement has been negotiated between representatives of the City of Aurora and Aurora Supervisors Association of the Aurora Police Department, and is hereby submitted to the City Council for approval; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor and City Clerk are hereby authorized to execute the attached labor agreement between the City of Aurora and Aurora Supervisors Association of the Aurora Police Department, for the period of January 1, 2025, to December 31, 2028, which is attached hereto and made a part hereof.
