SUBJECT:

Resolution to award a contract to WBK Engineering, LLC in the amount of $42,080.00 to revise the regulatory flood maps for downtown Aurora.

 

PURPOSE:

To promote redevelopment in downtown Aurora where certain buildings are improperly mapped within the Fox River floodway.

 

BACKGROUND:

FEMA publishes floodplain maps that identify areas of varying flood risk, which are used to regulate development.  In Kane County, substantial improvements cannot be made to buildings mapped within the portion of the floodplain designated as floodway.  Exhibit A illustrates the regulatory flood hazard areas in downtown Aurora.  The floodway is identified by diagonal stripes and it encroaches within the footprint of nearly 20 downtown buildings.

 

A floodway represents the portion of the floodplain where water is expected to flow the fastest.  It should be constrained by retaining walls through most of downtown.  By surveying river cross-sections and updating FEMA's hydraulic model of the Fox River, WBK Engineering, LLC (WBK) will prepare the documentation necessary to request a Letter of Map Revision (LOMR) to update the floodway boundary through downtown.

 

The City issued a Request for Qualifications to seventeen (17) consulting engineering firms on January 30, 2019 for the LOMR for Fox River Floodway.  Statements of Qualifications were received from five (5) firms on February 15, 2019.  This was a qualifications-based selection process for professional services.  Since it was qualifications-based, the Local Vendor Preference Ordinance does not apply.

 

DISCUSSION:

WBK was selected as the most qualified firm by a three person panel from the Engineering Division.  Exhibit B shows how the Statements of Qualifications were scored.  After being notified of their selection, WBK prepared the proposal included as Exhibit C.  Project B049 account 280-1852-512.81-90 in the Stormwater Management Fee Fund has a remaining balance of $3,304,000. 

 

IMPACT STATEMENT:

The services provided under this Purchase Order will have no impact on the public.

 

RECOMMENDATIONS:

Staff recommends the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, revisions to the regulatory floodplain map will promote redevelopment in downtown Aurora, where certain buildings are improperly mapped within the Fox River floodway; and

 

WHEREAS, WBK Engineering, LLC of 8 E. Galena Blvd., Suite 402, Aurora, IL 60506 was selected as the most qualified out of five (5) firms submitting Statements of Qualifications; and

 

WHEREAS, project B049 account 280-1852-512.81-90 has sufficient funds for this project.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the award of a contract to WBK Engineering, LLC in the amount of $42,080.00 for the LOMR for Fox River Floodway project is hereby approved, and the Director of Purchasing is hereby authorized to enter into such a contract on behalf of the City.
