A resolution to award the 2018 Sanitary Sewer Spot Repair project to Suburban General Construction, Inc., 1019 East 31st Street, LaGrange Park, IL 60526.
PURPOSE:
To execute a contract with Suburban General Construction Inc. to complete 7 repairs to the sanitary sewer system.
BACKGROUND:
The public works division routinely hires a contractor to perform inspections of the City's sanitary and combined sewer systems in areas where there are suspected performance issues and ahead of the City's annual street resurfacing program. This typically involves visual inspection of manholes and televising of the sewer mains. At this time, there is a backlog of spot repairs to be completed from the last year of inspections. This contract will address a third of the repairs discovered that require open excavation and replacement of the faulty section of sewer main. The last two years, the Water & Sewer Maintenance Division has increasingly completed more of the spot repairs identified. This year they are performing approximately two thirds of the identified repairs. The repairs included in this contract are generally over 12' in depth or 20' in length which are safety limits based on the size and capacity of the equipment operated by the Water & Sewer Maintenance Division.
DISCUSSION:
The project is budgeted for in 2018 within account 510-4063-511-73-14 (IB018). The proposed improvements have been publicly advertised and bid in conformance with City procedures. The advertisement for bid is attached as Exhibit A. Three conforming bids were received, publicly opened and read aloud on August 15, 2018. The low bidder, Suburban General Construction Inc., has successfully completed similar projects for the City in the past including a sanitary spot repair contract in 2017. The bid tabulation and Suburban General Construction Inc.'s bid are attached as exhibits B and C.
IMPACT STATEMENT:
There may be temporary road closures during the repair of each location. No single repair should take more than a day to complete. No long term impacts are anticipated for residents. There will be no loss of sanitary sewer service during the construction of the repairs.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, 7 repairs have been identified during the City's inspection of the sanitary and combined sewer systems; and
WHEREAS, the proposed improvements have been publicly advertised and bid in conformance with City procedures; and
WHEREAS, three conforming bids were received and read aloud on August 15, 2018 with Suburban General Construction Inc. 1019 E. 31st Street, LaGrange Park, IL 60526 submitting the lowest responsible bid in the amount of $124,464.00; and
WHEREAS, the 2018 budget includes this project in account number 510-4063-511-73-14 (IB018).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the contract with Suburban General Construction Inc., in the amount of one hundred twenty-four thousand, four hundred sixty-four dollars and zero cents ($124,464.00) for the 2018 Sanitary Sewer Spot Repair project is hereby approved.
